Japan to Ban In-Flight Use of Power Banks on Airplanes Starting April

New Safety Measure Implemented by Transport Ministry

Japan's Ministry of Land, Infrastructure, Transport and Tourism (MLIT) is set to implement a ban on the use of power banks aboard airplanes, with the new regulation expected to take effect as early as April. This measure comes in response to a series of incidents involving overheating and fires linked to lithium-ion batteries found in portable charging devices.

The prohibition will extend to both using power banks to charge personal electronic devices during flights and charging the power banks themselves through onboard power outlets.

Addressing Fire Risks from Lithium-Ion Batteries

The decision to tighten regulations stems from the inherent fire risks associated with lithium-ion batteries, which are commonly used in power banks. The ministry has warned that these batteries can ignite due to physical damage or gradual deterioration.

A notable incident contributing to the heightened concern was a fire aboard a low-cost carrier operated by Air Busan in January 2025, which was reportedly caused by a faulty power bank.

Evolution of Aviation Safety Regulations

This upcoming ban represents a further strengthening of existing aviation safety protocols in Japan concerning portable battery devices. Since July 2025, the MLIT and airlines have already urged passengers to keep power banks within reach and not store them in overhead compartments, allowing for quick detection and response to any signs of overheating or smoke.

Current regulations already prohibit power banks in checked baggage, and restrictions are in place regarding the quantity and capacity allowed in carry-on luggage. Passengers are generally permitted to carry up to two power banks, with specific watt-hour limits.

The move by Japan's transport ministry also aligns with the International Civil Aviation Organization's (ICAO) plans to adopt new regulations, indicating a global trend towards enhanced safety measures for portable electronic devices on flights.
