Chinese Envoy Conveys Congratulations to Vietnamese Leadership

Liu Haixing, head of the International Department of the Communist Party of China (CPC) Central Committee, visited Vietnam as a special envoy of Chinese President Xi Jinping from January 29-30, 2026. The 14th National Congress of the Communist Party of Vietnam was held in Hanoi from January 19 to 23, 2026. This pivotal event, held every five years, plays a decisive role in shaping Vietnam's development direction and selecting its top leadership.

A significant outcome of the Congress was the re-election of To Lam as the General Secretary of the CPV Central Committee for the 14th term. The re-election took place on January 23, 2026, during the first plenary meeting of the newly elected 14th Central Committee. To Lam had previously been elected General Secretary of the 13th Central Committee on August 3, 2024.

Vietnam's Ministry of Foreign Affairs spokesperson, Pham Thu Hang, confirmed the Chinese envoy's visit and noted that Vietnam had received numerous congratulatory messages and delegations from various countries following the successful conclusion of its 14th National Congress. Among those extending congratulations were leaders from Laos and Cambodia, and phone calls from international figures such as Russian President Vladimir Putin and Cuban President Miguel Díaz-Canel.
