Kremlin Cites EU 'Incompetence' for Refusal to Engage
The Russian Federation has explicitly stated its refusal to engage in negotiations with European Union officials regarding the ongoing conflict in Ukraine. Kremlin spokesman Dmitry Peskov articulated Moscow's position, criticizing the EU leadership as 'uneducated, incompetent functionaries' who lack 'forward-looking visionaries' and fail to grasp the current international landscape.
Peskov specifically singled out EU foreign policy chief Kaja Kallas, declaring that Moscow would 'never discuss anything with her' and would instead wait for her departure from the post.
New EU Restrictions on Russian Diplomats Take Effect
This firm rejection of dialogue by Moscow coincides with the implementation of new restrictions on the movement of Russian diplomats within the European Union, which took effect on January 25, 2026.
These measures, part of the EU's 19th sanctions package against Russia, mandate that Russian diplomats, consular officials, and their accompanying staff and family members must notify destination and transit countries at least 24 hours in advance when traveling through the Schengen area outside their accredited host country.
EU Aims to Counter Espionage and Disinformation
The European Union has justified these new restrictions as a necessary step to combat what it describes as hostile intelligence activities, including espionage and the spread of disinformation related to the Ukraine war. The EU's broader sanctions regime against Russia has been in place since the 2022 invasion of Ukraine, with numerous packages aimed at increasing pressure on Moscow.
Russia Vows Retaliation, Pursues Alternative Peace Talks
In response to the EU's diplomatic restrictions, Russia has indicated that it will introduce retaliatory measures, though officials have stated these would not impact ordinary travelers or tourism.
Despite its refusal to engage with EU officials, Russia claims to be open to 'equal dialogue' and 'mutually beneficial solutions' for the Ukraine conflict. Russian Deputy Foreign Minister Sergey Ryabkov recently stated that Moscow is making 'maximum efforts' to finalize a Ukraine peace plan based on understandings reached between Russian and US presidents, Vladimir Putin and Donald Trump, during their meeting in Alaska on August 15, 2025.
