Ukraine Alleges New Russian Energy Offensive

Rostyslav Palahusynets, Ukraine's deputy permanent representative to international organizations in Vienna, announced on January 22, 2026, that Russia is preparing a new series of aerial strikes targeting Ukraine's energy sector. The warning was delivered during a meeting of the Organization for Security and Cooperation in Europe (OSCE) Forum for Security Cooperation. Palahusynets stated that Ukraine possesses 'sufficient information' regarding these preparations, which reportedly include infrastructure and networks supporting nuclear power plants.

Humanitarian Crisis and 'Genocidal' Accusation

Palahusynets emphasized the severe humanitarian implications of these anticipated attacks, particularly as they are planned for the midst of winter. He asserted that Russia's strategy is designed to 'maximize civilian suffering' and deliberately create living conditions intended to 'destroy the Ukrainian people physically.' According to the Ukrainian diplomat, such actions align with the definition outlined in Article II (c) of the Genocide Convention.

Escalation Amidst Ongoing Strikes

The announcement comes against a backdrop of persistent attacks on Ukraine's critical infrastructure. During the current heating season, Russia has already conducted 256 air attacks on Ukraine's energy and critical infrastructure. Since January 11, these strikes have been occurring almost daily, intensifying the strain on the country's power grid. Since October 2025, Russian forces have reportedly destroyed 8.5 gigawatts of Ukraine's energy generation capacity, encompassing thermal and hydropower plants.

Impact on Ukrainian Infrastructure and International Appeal

The cumulative effect of these attacks has severely degraded Ukraine's energy capabilities. As of Fall 2025, Ukraine's energy infrastructure was operating at approximately one-third of its pre-invasion generation capacity. Cities like Kyiv have experienced significant disruptions, with some residents enduring up to 16 hours a day without power. Freezing temperatures have also led to the closure of numerous schools across the country. In response to the escalating threat, Ukraine has urged OSCE member states to increase their support, specifically calling for accelerated delivery of air defense systems and heightened political and diplomatic pressure on Russia.
