The primary objective of this alliance is to enable the Palestinian government to continue providing essential services to its population. The Palestinian Authority faces a severe financial crisis, largely due to the ongoing withholding of Palestinian tax revenues by Israel, a situation that has persisted for the ninth consecutive month. The coalition aims to stabilize the Palestinian Authority's finances, thereby preserving its ability to govern, deliver basic services, and maintain security.

The 'Emergency Alliance' has seen previous contributions, with member countries of the International Alliance for the Implementation of the Two-State Solution providing $200 million, including $90 million from Saudi Arabia.
