PN Leader Outlines Ambitious Transport Plan
Nationalist Party (PN) leader Alex Borg announced on Sunday, February 22, 2026, that a PN government would initiate a modern mass transport system within its first 100 days in office. The pledge was made during the closing session of the party's two-day national convention, 'Malta 'l Quddiem', held in Malta. Borg stated that the ambitious project would aim to be fully operational within one legislative term, typically five years.
Addressing Malta's Growing Traffic Crisis
Borg underscored the urgency of the initiative, highlighting that Malta has 'lost its balance' due to years of rapid growth without adequate planning. He identified traffic congestion, increasing living pressures, and a declining quality of life as critical national challenges. According to Borg, delays and daily commutes are costing the Maltese economy hundreds of millions of euros annually, while also impacting citizens' time and peace of mind. He referenced a 2025 transport master plan which projected that traffic congestion could cost Malta €917 million by 2030.
While the specific form of the proposed mass transport system was not detailed by Borg, the issue of public transport infrastructure has been a long-standing debate in Malta. Previous proposals have included a €6.2 billion underground metro system, which was later shelved due to its high cost. Revised plans for a 'hybrid' system, estimated at around €2.8 billion, are currently under discussion by the government. The PN, under Borg's predecessor Bernard Grech, had previously proposed a trackless tram system, also budgeted at €2.8 billion, designed for completion within five years and intended to serve a wider population than the metro concept.
Broader Vision and Immediate Measures
Beyond the long-term mass transport project, Borg outlined several short-term measures that a PN administration would implement immediately to alleviate traffic woes. These include the introduction of smart parking systems, improved junction management, and the establishment of logistics hubs.
Borg's address also framed a broader vision for Malta, emphasizing the need to restore national balance by prioritizing quality of life over mere economic growth. He called for stronger local councils, reduced bureaucracy, and more efficient public services, asserting that these elements are crucial for a balanced and sustainable future for the island nation.

It's about time a party prioritized quality of life over just endless growth. This sounds promising.

Another €2.8 billion project that will never materialize. They just keep recycling old ideas.

The idea of a mass transport system is excellent for Malta's future, and the urgency is clear. Yet, without knowing the specific type of system or how it differs from previous failed proposals, it's hard to be fully convinced this time will be different.

Focus on the short-term issues first! Smart parking won't fix this mess.

Politicians always promise big before elections. I'll believe it when I see it.
