By October 2025, a new structure was visible, which was fully obscured by February 2026.   • Isfahan Nuclear Complex: Satellite images confirm that all three tunnel entrances to an underground complex at Isfahan have been backfilled with soil. This site was among those bombed by the United States during a 12-day conflict with Iran in June 2025. By February 2026, all entrances were reported as 'completely buried'.
  • Natanz Nuclear Facility: Near Natanz, satellite images show ongoing efforts to harden and defensively strengthen tunnel entrances to a complex under a mountain, referred to as Pickaxe Mountain. Activity at this site includes the movement of numerous vehicles, such as dump trucks and cement mixers, indicating significant construction. The Natanz facility was also targeted by US strikes in June 2025.

Repairs to Missile Bases

Beyond nuclear facilities, Iran has also undertaken repairs to missile bases that sustained damage during the recent conflict. The Shiraz South Missile Base, located approximately 10 kilometers south of Shiraz, shows reconstruction and clearance efforts as of January 2026. Similarly, the Qom Missile Base, situated about 40 kilometers north of Qom, had roof repairs completed by late November 2025 on a damaged building.

Context of Heightened Geopolitical Tensions

These fortification efforts unfold amid a period of significant geopolitical strain. The United States and Israel conducted strikes on Iranian nuclear and military sites in June 2025, with Israel reportedly striking Parchin in October 2024. Indirect nuclear negotiations between the US and Iran are ongoing in Geneva, but remain unresolved. The US has concurrently reinforced its military presence in the region, deploying carrier strike groups and additional naval assets. While Iran consistently denies seeking nuclear weapons, it has enriched uranium to levels that lack peaceful applications and has obstructed international inspectors. The International Atomic Energy Agency (IAEA) Director General Rafael Grossi has warned of the 'urgency' in reaching a diplomatic agreement, noting that Iran's enriched nuclear material largely remains intact despite previous strikes.
