Bilateral Engagements in Mumbai
Upon his arrival in Mumbai, President Macron was received by Maharashtra Governor Acharya Devvrat and Chief Minister Devendra Fadnavis. On February 17, he held bilateral talks with Prime Minister Narendra Modi. The discussions are centered on deepening cooperation across various sectors, including defence, trade, technology, clean energy, and strategic partnership. A key highlight of the Mumbai leg of the visit was the joint inauguration of the 'India-France Year of Innovation 2026'. The leaders also attended the India-France Innovation Forum and a cultural commemoration event at the Gateway of India.
Focus on Defence and Strategic Cooperation
The bilateral talks are expected to yield several agreements and initiatives, particularly in the defence sector. Discussions include a renewed push for defence industrial collaboration, such as the joint manufacturing of helicopters and HAMMER precision-guided missiles. India's recent approval for additional Rafale fighter jet acquisitions is also a significant point of discussion, with a potential major deal for 114 Rafale jets under the 'Make in India' initiative. Other outcomes from the visit include the upgrading of the India-France relationship to a 'Special Global Strategic Partnership' and the establishment of an annual Foreign Ministers Dialogue. The leaders also inaugurated an H125 helicopter assembly line.
Participation in India AI Impact Summit 2026
Following his engagements in Mumbai, President Macron will travel to New Delhi to participate in the India AI Impact Summit 2026 at Bharat Mandapam. The summit, running from February 16 to 20, is described as the first global AI gathering hosted in the Global South. Macron is scheduled to participate in the opening ceremony, leaders' plenary, and a working lunch on February 19. The visit underscores the importance both nations place on cooperation in emerging and critical technologies, particularly artificial intelligence.
Broader Collaboration and Future Outlook
Beyond defence and AI, the leaders are also discussing expanding cooperation in areas such as civil nuclear energy, space research, climate action, and critical minerals. Initiatives like the Indo-French Centre for AI in Health, the Indo-French Centre for Digital Science and Technology, and the National Centre of Alliance for Skilling in Aeronautics were also launched. The visit aims to reinforce diplomatic, economic, and technological ties, reflecting the growing strategic convergence between New Delhi and Paris.

While strengthening ties with France is strategically beneficial for India's global positioning, the long-term economic impact of such large defense deals needs careful scrutiny and public accountability.

Joint manufacturing projects like the helicopter assembly line are promising for 'Make in India', but we must ensure genuine technology transfer and not just licensed assembly to build our own capabilities.

Is this 'Special Global Strategic Partnership' just political rhetoric, or will it actually change anything on the ground?

Strengthening defense ties with France is crucial for our security. Smart move by both leaders.

The upgrade to a 'Special Global Strategic Partnership' is a diplomatic achievement, yet the true test will be in its consistent implementation and ability to withstand geopolitical shifts.
