Japan Prepares for Mobile Number Expansion in 2026
Japan's telecommunications landscape is set for a significant change in July 2026, as the Ministry of Internal Affairs and Communications (MIC) will introduce a new prefix for mobile phone numbers. This move comes in response to the nearing exhaustion of the current 11-digit mobile numbers, which begin with 070, 080, and 090.
Addressing the Shortage of Mobile Numbers
The decision to expand the numbering system stems from the rapid growth in mobile phone subscriptions and the increasing adoption of multiple devices per user, including smartphones and Internet of Things (IoT) devices. As of late 2024, only approximately 5.3 million numbers with the 070 prefix remained available, while the 090 and 080 prefixes were largely assigned.
To counteract this shortage, the MIC has amended its Telecommunications Numbering Plan to allow mobile carriers to issue new 11-digit numbers starting with 060. This expansion is projected to increase the total pool of available mobile phone numbers to 360 million, up from the previous 270 million.
Historical Context and Future Outlook
The introduction of the 060 prefix marks the first addition of a new mobile number prefix in over a decade. Historically, 090 numbers were introduced in 1999, followed by 080 in March 2002, and 070 in November 2013, each addressing previous periods of number depletion driven by technological advancements and consumer demand.
Existing mobile phone numbers beginning with 070, 080, or 090 will remain valid and can continue to be used by subscribers. Mobile network operators are currently making the necessary adjustments to their systems to accommodate the new numbering scheme, ensuring a smooth transition for users across Japan.
