New Administrative Hub Unveiled in New Delhi
Prime Minister Narendra Modi officially inaugurated the new 'Seva Teerth' complex in New Delhi on Friday, February 13, 2026. This integrated facility is set to become the new home for the Prime Minister's Office (PMO), the National Security Council Secretariat (NSCS), and the Cabinet Secretariat. The inauguration signifies a major step in India's administrative reforms, aiming to streamline governance and foster greater efficiency.
The 'Seva Teerth' complex, located on Kartavya Path (formerly Rajpath) in the Central Vista area, brings these crucial decision-making bodies under one roof, a departure from their previous scattered locations. The new PMO is situated approximately one kilometer from the historic South Block, which previously housed the Prime Minister's Office and is now slated for conversion into a museum.
A Vision for Modern Governance
The establishment of 'Seva Teerth' is part of a broader vision to create a modern, efficient, accessible, and citizen-centric governance ecosystem in India. The complex's wall proudly displays the motto 'Nagriko Devo Bhava' (Citizens akin to God), underscoring the government's commitment to citizen-first governance. Officials stated that consolidating these key offices will improve coordination, reduce administrative delays, and enhance overall security and operational efficiency.
The inauguration date itself holds historical significance, coinciding with the 95th anniversary of New Delhi's formal inauguration as India's capital on February 13, 1931. This symbolic timing connects India's administrative past with its aspirations for a modern future.
State-of-the-Art Facilities and Sustainability
The 'Seva Teerth' complex spans an area of approximately 2.26 lakh square feet and was constructed at an estimated cost of around ₹1,189 crore. It comprises three main buildings:
- Seva Teerth-1: Houses the Prime Minister's Office.
- Seva Teerth-2: Accommodates the new headquarters of the Cabinet Secretariat.
- Seva Teerth-3: Contains the offices of the National Security Council Secretariat (NSCS) and the National Security Advisor (NSA).
Designed to meet 4-Star GRIHA standards, the complex incorporates advanced features such as digitally integrated offices, structured public interface zones, and centralized reception facilities. Emphasis has been placed on sustainability, with the inclusion of renewable energy systems, water conservation measures, waste management solutions, and high-performance building envelopes. Comprehensive safety and security frameworks, including smart access control systems, surveillance networks, and advanced emergency response infrastructure, are also integrated.
Broader Administrative Restructuring
In conjunction with 'Seva Teerth', Prime Minister Modi also inaugurated Kartavya Bhavan 1 and 2. These buildings will house several key ministries, including Finance, Defence, Health and Family Welfare, Corporate Affairs, Education, Culture, Law and Justice, Information and Broadcasting, Agriculture and Farmers Welfare, Chemicals and Fertilizers, and Tribal Affairs. This consolidation aims to address the inefficiencies and coordination challenges that arose from ministries operating in scattered, aging offices across the Central Vista area.
The renaming of the PMO to 'Seva Teerth' is part of a larger initiative by the government to shed colonial-era nomenclature. Other notable changes include the renaming of Rajpath to Kartavya Path, the Central Secretariat to Kartavya Bhavan, Race Course Road to Lok Kalyan Marg, and Raj Bhavans/Raj Niwas to Lok Bhavan/Lok Niwas. To commemorate the occasion, a special ₹100 commemorative coin was released. Additionally, the Delhi Metro's Udyog Bhawan station has been renamed 'Seva Teerth'.
Following the inauguration, Prime Minister Modi commenced work from his new office, approving the launch of the PM RAHAT Scheme, which provides cashless treatment up to ₹1.5 lakh for accident victims. He also set an ambitious target of achieving 6 crore Lakhpati Didis by March 2029, doubling the previous goal.
