Norway and France Bolster Ukraine's Defenses with New Military Aid Package

Joint Effort to Strengthen Ukrainian Capabilities

Norway and France have announced a significant new agreement aimed at bolstering Ukraine's defense capabilities, particularly in the areas of enhanced surveillance and air-to-ground weaponry. The deal, formalized on Thursday, February 12, 2026, underscores the continued commitment of both nations to support Ukraine amidst ongoing conflict.

The comprehensive package is designed to provide Ukraine with critical and in-demand defense materiel, sourced either through acquisitions from the French defense industry or direct donations from French stockpiles. Norwegian Prime Minister Jonas Gahr Støre emphasized the urgency, stating, 'Ukraine is now in the fourth winter following the invasion. The nation faces enormous military, civilian, and humanitarian needs as a consequence of Russian attacks. The new agreement between Norway and France permits us to cooperate on delivery of capabilities that Ukraine needs.'

Financial Commitments and Weaponry Details

Under the terms of the agreement, Norway will contribute approximately 4.2 billion Norwegian kroner (equivalent to about $440 million or €365 million). In parallel, France will guarantee a loan of approximately 3 billion Norwegian kroner (around $300 million or €260 million). The combined financial commitment for this aid package is estimated to be between $758 million and $760 million.

A key component of the aid involves the procurement of a substantial volume of air-to-ground weapons. While the exact type was not officially disclosed, descriptions provided suggest these are likely the AASM Hammer glide bombs, manufactured by France's Safran. These flexible glide bombs are launched from combat aircraft currently operated by Ukraine, which has already gained positive experience with such weapons. Additionally, the agreement will expand Ukraine's surveillance and situational awareness capabilities, providing crucial intelligence and analytical support.

Norwegian Defense Minister Tore O. Sandvik highlighted the strategic importance of the aid, noting that 'the projects in this agreement meet crucial Ukraine priorities and have been identified following close dialogue with the Ukrainian Ministry of Defence.' He further added that 'the projects we have identified in this agreement will provide rapid effects for Ukraine.'

This bilateral initiative represents another facet of broader European efforts to support Ukraine's sovereignty and territorial integrity.
