Federal Government Restructures Anti-Discrimination Efforts

The Canadian federal government has announced a significant shift in its approach to combating religious discrimination, opting to replace the dedicated roles of Special Representative on Combatting Islamophobia and Special Envoy on Preserving Holocaust Remembrance and Combatting Antisemitism with a new, broader body. The new entity, named the Advisory Council on Rights, Equality and Inclusion, was unveiled on Wednesday, February 4, 2026.

Marc Miller, the Minister of Canadian Identity and Culture and Minister responsible for Official Languages, stated that the decision is about 'folding in those two positions into a new committee on national unity and advisory committee on rights, equity and inclusion.' He emphasized that this change is 'not about a cost-saving operation' but rather a step towards a national unity committee that is broad, while still recognizing the specificities of Islamophobia and antisemitism.

Mandate of the New Advisory Council

The newly established Advisory Council on Rights, Equality and Inclusion is tasked with a comprehensive mandate. Its core responsibilities will include fostering social cohesion, uniting Canadians around a shared identity, and actively combating racism and hate in all their forms, specifically mentioning antisemitism and Islamophobia. The Council will provide expert advice to the Minister and will be composed of prominent Canadians from academia, as well as various experts and community leaders. The government also indicated that the Council will build upon and support the implementation of Canada's Anti-Racism Strategy 2024-2028 and Canada's Action Plan on Combatting Hate.

Previous Envoys and Their Roles

The positions being abolished were established under former Prime Minister Justin Trudeau. The Special Representative on Combatting Islamophobia was held by Amira Elghawaby, who was appointed in January 2023 for a four-year term, which was set to conclude in 2027. Her tenure began with some controversy surrounding a 2019 opinion piece she co-authored.

The role of Special Envoy on Preserving Holocaust Remembrance and Combatting Antisemitism was most recently held by Deborah Lyons, who resigned in July 2025, four months before her term was due to end. The office had been unstaffed since her departure. Prior to Lyons, Irwin Cotler served in this capacity from 2020 to 2023.

Community Reactions and Concerns

The federal government's decision has elicited mixed reactions from various community groups. The National Council of Canadian Muslims (NCCM) expressed criticism regarding the closure of the Islamophobia office, asserting that the Canadian Muslim community requires 'sustained and dedicated leadership.' Similarly, B'nai Brith Canada had previously urged the government to fill the vacant antisemitism envoy position, citing a rise in antisemitic incidents.

The Canadian Civil Liberties Association (CCLA) voiced 'deep concern,' describing the move as 'troubling and short-sighted' given the current climate of increasing Islamophobia and antisemitism. They argued that eliminating these dedicated roles sends a negative message about the government's commitment to addressing specific forms of hate. Conversely, the Bloc Québécois welcomed the abolition of both posts, suggesting that a new approach to fighting racism was necessary.
