The report highlighted the persistent dangers of these journeys, noting that attempts to cross the Channel in flimsy craft have 'not slowed down' despite the inherent risks.

Rising Attempts and Increased Risks

In 2025, nearly 50,000 people embarked on the dangerous voyage across the English Channel aboard 795 boats. British authorities recorded a total of 41,472 small-boat arrivals in the United Kingdom during the same period, marking the second-highest annual total on record, following the peak of 45,774 arrivals in 2022.

The French maritime prefecture warned that smugglers are increasingly exposing migrants to greater risks. The average number of individuals per boat rose significantly to 63 in 2025, compared to an average of 26 in 2021. Some vessels were observed carrying over 100 people, and the use of 'taxi boats' – which discreetly pick up dozens of migrants from shallow waters – continued.

International Cooperation and Ongoing Challenges

The issue of Channel crossings remains a significant point of discussion and cooperation between the United Kingdom and France. In February 2025, the two nations agreed to extend their cooperation until 2027, redirecting over €8 million of existing funding to support 'new, stronger enforcement plans'. A new migration agreement, which came into effect in August 2025, also stipulated a 'one-for-one' migrant exchange between the UK and France.

Despite these efforts and the substantial financial backing provided by the UK, crossings continue. Provisional figures from the UK Home Office indicated that arrivals had already exceeded 20,000 people by July 2, 2025, and reached over 32,000 by September 20, 2025. The ongoing situation underscores the complex challenges faced by authorities in managing irregular migration across one of the world's busiest shipping lanes.
