Voting Concludes Across 13 Governorates

The runoff round for the second phase of Egypt's parliamentary elections officially concluded domestically on Thursday, December 18, 2025, following two days of polling. Egyptians residing abroad had cast their ballots earlier, with overseas voting concluding on Tuesday, December 16, 2025. The National Elections Authority (NEA) has announced that the final results for this crucial stage are scheduled to be released on December 25, 2025.

This runoff involved 202 candidates competing for 101 individual seats across 55 districts within 13 governorates. The governorates covered in this second phase include Cairo, Qalyubia, Dakahlia, Menoufia, Gharbia, Kafr El-Sheikh, Sharqia, Damietta, Port Said, Ismailia, Suez, North Sinai, and South Sinai.

Electoral Process and Structure

The 2025 parliamentary elections aim to elect members to the House of Representatives, which comprises 596 seats. Of these, 284 seats are contested by individual candidates, another 284 are allocated through closed party lists, and the remaining 28 members are appointed directly by the president. The current House of Representatives was elected in late 2020, with its five-year term set to conclude in January 2026. Constitutional provisions mandate that new parliamentary elections must be held within 60 days prior to the expiration of the current term.

The first round of voting for the second phase took place abroad on November 21-22 and domestically on November 24-25, with approximately 34 million eligible voters participating. During that initial round, 40 candidates successfully secured their seats outright, with 18 constituencies fully decided.

Judicial Oversight and Reported Complaints

Throughout the electoral process, the National Elections Authority has been responsible for overseeing the conduct of the polls. The NEA reported receiving 24 complaints on the first day of runoff voting in the second phase. Furthermore, the Supreme Administrative Court played a significant role in addressing electoral disputes, having rejected 211 appeals challenging the results of the first round of the second phase and referring 37 other appeals to the Court of Cassation due to jurisdictional limitations. In a broader context, the court rejected 243 appeals challenging first-round results and referred 39 appeals involving winning candidates to the Court of Cassation.

Earlier in the process, the NEA had announced the partial cancellation of voting procedures and the exclusion of ballot papers from two subcommittees in Qalyubia and Dakahlia due to detected violations, though these decisions did not impact the overall results in those constituencies. Separately, results in 26 electoral districts were annulled by Egypt's top administrative court due to violations.

Anticipation for Final Results

With the conclusion of voting, attention now turns to the official announcement of results by the National Elections Authority on December 25. This announcement will finalize the composition of a significant portion of the new House of Representatives, shaping Egypt's legislative landscape for the coming term.
