Tragic Incident in South Hill
Livingston Hughes, a 72-year-old resident of South Hill, Anguilla, tragically died on November 27, 2025, after being struck by a vehicle. The incident occurred just after 7:20 PM as Hughes was walking in the area. He sustained fatal injuries when he was hit by a green Mitsubishi Jeep.
The driver of the vehicle involved in the accident was transported for medical attention but was found to have no major injuries. The Royal Anguilla Police Force (RAPF) Traffic Department has launched an investigation into the incident, and one arrest has reportedly been made in connection with the fatality.
Official Response and Road Safety Concerns
In the wake of the accident, Acting Commissioner of Police Haslyn Patterson and Acting Governor Perin Bradley issued a joint statement on November 28, 2025. They extended their 'deepest condolences' to Hughes' family and loved ones.
The officials underscored the critical importance of road safety, stating, 'Road safety remains one of the Royal Anguilla Police Force's key policing priorities.' They highlighted that this incident is the second road fatality recorded in Anguilla for 2025, emphasizing 'the urgent need for greater caution on our roads.'
The statement further urged all road users to contribute to preventing further loss of life:
- 'Motorists are reminded to slow down, avoid distractions, and obey all traffic regulations at all times.'
- 'Pedestrians and cyclists are encouraged to remain visible, use designated crossings or pathways where available, and stay alert to changing road conditions.'
Authorities also appealed to members of the public who are first on the scene of any collision to maintain a safe distance and respect police cordons, which is 'critical for the preservation and collection of evidence.'
Second Road Fatality of 2025
This tragic event marks the second road fatality in Anguilla for the year 2025. The first fatal accident occurred on January 16, 2025, when 60-year-old Royston Wilson of West End died following a road traffic collision in Long Path.
Wilson's vehicle, a Nissan March, collided with a Toyota Mark X driven by Theomar A. Rowe, a 20-year-old from South Hill. Rowe was subsequently charged with causing death by dangerous driving.

The emphasis on road safety is crucial, yet it also makes me wonder if better public transport or dedicated pedestrian paths could reduce the overall risk for vulnerable road users.

It's truly sad to hear of another fatality, and while the call for caution is necessary, perhaps more visible policing or speed cameras are also needed to enforce it.

Another statement, same old problems. When will things actually change?

Glad the police are investigating thoroughly. Justice for Mr. Hughes.

Pedestrians need to be more visible too, especially at night.
