Executive Council Drives Forward Key Development Plans
The Abu Dhabi Executive Council, under the chairmanship of His Highness Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Chairman of the Abu Dhabi Executive Council, convened on November 28, 2025, to approve a series of significant initiatives across social, health, and infrastructure sectors. These approvals underscore the emirate's ongoing commitment to enhancing the quality of life for its citizens and residents, fostering social cohesion, and ensuring sustainable growth.
Enhancing Social Cohesion and Family Wellbeing
Among the key social approvals, the Council directed the enablement of residential grant transfers by gift among citizens. This measure is specifically limited to spouses and first-degree relatives, aligning with approved regulations. The initiative aims to strengthen family bonds, enhance social cohesion, and support long-term community stability within the Emirati community. This builds upon broader efforts, including the review of the Emirati Family Growth Programme and the previously approved Abu Dhabi Family Wellbeing Strategy, which encompasses 30 innovative initiatives focused on supporting all family members, from children to seniors, and promoting financial literacy and work-life balance.
Advancing Public Health and Sustainable Living
In the health sector, the Council approved Abu Dhabi's Healthy Living Strategy, overseen by the Department of Health – Abu Dhabi. This strategy is designed to encourage healthy eating, physical activity, and preventive health policies, leveraging data and artificial intelligence to enhance community wellbeing. It aims to empower residents to make informed, healthy choices through policies promoting balanced nutrition, regulating food marketing, and building integrated infrastructure for physical activity. This strategic move complements the recent launch of 'Future Health – A Global Initiative by Abu Dhabi' on November 2, 2025, which transforms Abu Dhabi Global Health Week into a year-round platform for international health collaboration, focusing on themes such as Longevity and Precision Health, Health System Resilience, Digital Health and AI, and Investment in Life Sciences.
Strengthening Infrastructure and Water Security
Significant approvals were also made in the infrastructure domain, including the Integrated Water Strategy, led by the Department of Energy. This strategy focuses on strengthening water security, optimizing infrastructure, and adopting advanced technologies and AI solutions for sustainable water management and climate resilience. It outlines plans to diversify water sources, upgrade water networks across 28 agricultural areas, improve consumption efficiency, and deploy smart metering systems. Furthermore, on September 29, 2025, Sheikh Khaled bin Mohamed bin Zayed Al Nahyan approved a AED42 billion expansion of the Liveability Strategy. This expansion aims to deliver further projects that enhance the quality of life, including the construction of over 200 parks and sports courts, 24 schools, 21 mosques, and 28 community majlises, alongside extensive walking and cycling paths, and street lighting.
Vision for a Future-Ready Emirate
The approved initiatives collectively reflect Abu Dhabi's long-term vision to build a resilient, sustainable, and future-ready emirate. The Council emphasized the timely implementation of government projects and the continued integration of modern technologies and AI solutions to ensure high-quality services and an improved quality of life for all residents, aligning with the emirate's climate goals through 2050.

A huge budget, but are these projects truly addressing the most urgent needs, or just for show?

While the residential grant transfers for citizens are a positive step for family stability, the broader housing market still needs comprehensive solutions to support all residents, not just a specific group.
