Luxembourg Strengthens Space Commitment at ESA Ministerial Council
Luxembourg has reaffirmed its strong commitment to the European space sector, with Minister of the Economy, SMEs, Energy, and Tourism, Lex Delles, participating in the European Space Agency (ESA) Council meeting at ministerial level (CM25) held in Bremen, Germany, on November 26 and 27, 2025. The triennial gathering served as a crucial platform for ESA's 23 Member States to define strategic orientations and allocate the agency's budget for the upcoming 2026-2029 period.
During the council, Member States collectively approved the largest contributions in ESA's history, committing a total of €22.1 billion to various programs. This substantial investment underscores Europe's dedication to maintaining its leadership in space science, exploration, and technology.
Luxembourg's Financial Pledge and Strategic Alignment
Minister Delles led the Luxembourg delegation, which included representatives from the Ministry of the Economy and the Luxembourg Space Agency, in reaffirming the Grand Duchy's support for ESA's initiatives. Luxembourg's financial commitment to ESA programs for the 2026-2029 period totals €149.3 million. Additionally, an envelope of €115.8 million will be allocated to the national LuxIMPULSE program, which is implemented with ESA's assistance. This combined effort represents a total dedication of €265.1 million to supporting the development of Luxembourg's space ecosystem over the next three years.
Luxembourg's contributions align with ESA Director General Josef Aschbacher's proposal, which outlines five major ambitions for the agency:

Key initiatives like SpaceResources.lu, launched in 2016, and the establishment of the European Space Resources Innovation Centre (ESRIC) in 2020, highlight Luxembourg's pioneering role in the commercial space industry.
The principle of 'geographic return' ensures that Luxembourg's financial contributions to ESA translate into contracts and opportunities for Luxembourg-based companies, enabling them to develop advanced technologies, products, and service solutions.
