Macao Confirms Sites for International Integrated Cultural and Tourism Zone

Strategic Site Selection Underpins Major Cultural Development

Macao has announced the preliminary site selections for its forthcoming International Integrated Cultural and Tourism Zone, a significant initiative aimed at diversifying the region's economy and enhancing its global appeal as a cultural hub. The project, a cornerstone of Chief Executive Sam Hou Fai's 2025 Policy Address, is estimated to involve an investment of approximately MOP12 billion (US$1.5 billion).

The development will be strategically distributed across two key locations: the coastal area east of the Macau Tower and New Urban Zone Area C. This two-site approach was recommended by the China Tourism Academy, under the Ministry of Culture and Tourism's Data Center, to allow for unified planning and foster cultural interaction due to their proximity.

Three Landmark Venues to Anchor the Zone

The integrated zone will house three major cultural venues, each designed to contribute to Macao's cultural landscape and international standing:

  • Macau National Museum of Culture: This will be the city's largest museum, with a planned construction area ranging from 80,000 to 100,000 square meters. It is tentatively slated for the coastal area east of the Macau Tower. The museum aims to showcase the rich history of Sino-Western cultural exchange, Macao's unique heritage, and significant relics of Chinese civilization.
  • Macau International Performing Arts Center: Designated for the western side of New Urban Zone Area C, this center will span between 55,000 and 65,000 square meters. It is envisioned as an international platform for performing arts, offering spaces for creation, collaboration, and training for artists and institutions.
  • International Museum of Contemporary Art: Located on the eastern side of New Urban Zone Area C, this museum will cover an area of 35,000 to 45,000 square meters. Its focus will be on contemporary art, encompassing collection, research, exhibitions, and educational programs, while also supporting talent development and international art exchange.

Vision for Economic Diversification and Public Engagement

The establishment of the International Integrated Cultural and Tourism Zone is a pivotal step in Macao's strategy to reduce its economic reliance on gaming and foster a more diversified, sustainable tourism and cultural sector. The project is expected to generate significant employment opportunities, including hundreds of jobs during construction and approximately 500 permanent positions upon completion.

In line with a commitment to public input, the Cultural Affairs Bureau (IC) has initiated a public consultation period, running from November 13 to December 26, 2025. This phase allows residents, professionals, and stakeholders to provide feedback on the proposed development and its potential community impact.
