High-Level Meeting in Kyiv

Ukrainian President Volodymyr Zelenskyy held a significant meeting with Serbian Parliament Speaker Ana Brnabić in Kyiv on Monday, November 10, 2025. The discussions centered on strengthening bilateral ties, with a particular emphasis on European integration, intergovernmental cooperation, and regional security. This visit marked the first time a senior Serbian representative has traveled to Ukraine since the beginning of the full-scale Russian invasion.

Focus on European Integration and Mutual Support

A primary focus of the meeting was the process of European integration, identified as a strategic goal for both Ukraine and Serbia. President Zelenskyy noted, 'The main attention during the conversation was paid to the process of European integration. This is a strategic goal for both of our countries.' Speaker Brnabić affirmed Serbia's full support for Ukraine's path to the European Union, stating, 'I am glad to be in Ukraine, and we will work on continuing our cooperation, especially in the direction of European integration.' She also indicated that a Memorandum of Understanding and Cooperation on the Path to EU Membership between Serbia and Ukraine has been finalized and is expected to be signed soon.

Addressing Regional Security and Humanitarian Concerns

Beyond European aspirations, the leaders delved into matters of intergovernmental cooperation and regional security. President Zelenskyy expressed gratitude for Serbia's consistent support of Ukraine's territorial integrity. A critical humanitarian issue discussed was the return of Ukrainian children abducted by Russia. Zelenskyy specifically acknowledged the efforts of the First Lady of Serbia, Tamara Vučić, for her participation in summits of first ladies and gentlemen and her attention to this problem. He emphasized the importance of international cooperation on this matter, stating, 'There is not a single country that could bring back all the children on its own. That is why we count on a coalition of different countries, leaders, governments, and parliaments.' Speaker Brnabić also highlighted Serbia's significant humanitarian and financial aid provided to Ukraine since February 2022, noting it surpasses the total aid from the entire Western Balkans region.

Broader Context of Bilateral Relations

During her visit to Kyiv, Speaker Brnabić also met with Ukrainian Parliament Speaker Ruslan Stefanchuk. She reiterated Serbia's appreciation for Ukraine's unwavering position on respecting Serbia's territorial integrity, particularly concerning Kosovo-Metohija. The Serbian delegation also visited the Museum of Russian Aggression in Kyiv, paying tribute to the victims of the ongoing conflict. Both sides expressed hope that continued dialogue and cooperation would serve as an example of partnership between countries with distinct historical paths but a shared European future.
