This marks the third consecutive year China has published such an assessment, following similar reports in 2023 and 2024. The report expresses significant concerns over what Beijing describes as the United States' non-compliance with World Trade Organization (WTO) regulations and its impact on global trade.
Key Allegations and Concerns Raised
The 2025 report details a range of alleged infractions by the United States, accusing Washington of engaging in 'trade bullying practices' and 'double-standard manipulations in industrial policy'. According to MOFCOM, these actions are undermining the multilateral trading system and disrupting global industrial and supply chains. Specific concerns highlighted in the report include:
- The escalation of unilateral actions and frequently implemented discriminatory policies.
- The introduction of so-called 'reciprocal tariffs' and the waging of 'global trade wars'.

Call for Adherence to WTO Principles
Through the release of this report, China urges the United States to promptly correct its 'erroneous practices' and to comply with WTO rules. Beijing calls on Washington to fulfill its obligations as a WTO member and to abandon non-compliance measures, specifically mentioning 'reciprocal tariffs', as soon as possible. The Ministry of Commerce emphasized that the multilateral trading system, with the WTO at its core, is the cornerstone of economic globalization and international trade.
