HP Strengthens Presence in Saudi Arabia with Dual Investments
HP Inc. has officially inaugurated its first global technology manufacturing facility in Riyadh, Saudi Arabia, alongside an Artificial Intelligence (AI) Research and Development Center of Excellence (CoE) in Dhahran. These significant investments underscore HP's commitment to fostering technological advancement and local talent development within the Kingdom, aligning with the ambitious goals of Saudi Vision 2030. The manufacturing facility was formally declared open on October 12, 2025, following initial announcements at LEAP 2025 earlier in the year.
State-of-the-Art Manufacturing in Riyadh
The new manufacturing facility in Riyadh represents a pivotal step in HP's global strategy, bringing production closer to demand across Saudi Arabia and the wider Middle East and Africa (MEA) region. Operations at the plant have commenced with the production of the HP EliteDesk AI PC, with plans to expand the product portfolio to include a full range of desktop PCs, laptops, and printers. This 'Made in Saudi' initiative is expected to significantly improve lead times, enhance customization capabilities, and bolster supply-chain resilience for HP products in the region. Fadle Saad, Managing Director of HP MENA Regional Headquarters, emphasized the strategic importance, stating, 'Saudi Arabia has a bright future, is developing rapidly, and needs partners who are equally willing and able to move fast, invest and commit to driving the Kingdom's economic transformation.' He added, 'At HP, we are proud to partner, leverage our speed and scale to enable the future of work, by creating high quality jobs for Saudi citizens and contribute meaningfully to the local and national economy.'
AI R&D Center of Excellence in Dhahran
Complementing the manufacturing efforts, the AI R&D Center of Excellence in Dhahran is designed to strengthen HP Saudi Arabia's capacity for innovation and accelerate the delivery of cutting-edge AI solutions across various sectors. Early workstreams at the CoE include the development of Arabic large language models (LLMs) and other applications intended for integration into HP AI PCs and Workstations. The center is equipped with advanced dual-GPU HP AI Workstations and will focus on AI-powered data analysis, robotic process automation, and decision-making support services to enhance productivity and competitiveness in industries such as energy, healthcare, logistics, and smart cities. Helena Herrero, SVP & Managing Director, HP Southern Europe, MEA, HP, highlighted the collaborative approach, noting, 'By pairing expertise from around the world, with Saudi talent and local partners, we will advance practical AI and develop customer-focused solutions for the future of work across the region.'
Commitment to Local Talent and Vision 2030
These investments are deeply integrated with Saudi Arabia's Vision 2030, aiming to support local talent development, citizen employment, and technological leadership. HP anticipates that these initiatives will create thousands of jobs by 2027, contributing significantly to the Kingdom's economic diversification away from oil. The company is also expanding its educational programs, including partnerships with educational institutions and initiatives like the HP Cambridge EdTech Fellowship and HP IDEA, which are projected to impact millions of Saudi students and teachers by 2027. Enrique Lores, President and CEO of HP Inc., affirmed the company's dedication, stating, 'At HP, we see tremendous potential in Saudi Arabia and have made strategic AI investments to fuel further growth in the region.' He also noted, 'We will start this year by building desktop PCs, and we want to be the first company that will build PCs in Saudi.' The comprehensive approach aims to position Saudi Arabia as a central hub for technology innovation and trade in the MEA region.

Human rights concerns are completely ignored here. Tech shouldn't be blind to ethics.

Another tech giant cozying up to an authoritarian regime. Disappointing.
