Botswana's Citizenship by Investment Program Sees Strong Initial Interest
Botswana's newly announced Citizenship by Investment (CBI) program, officially branded as the 'Impact Investment Program,' has recorded significant global interest, receiving 464 registrations from 77 countries within its first week. This early engagement comes as the program remains in its pre-launch phase, with formal applications anticipated to open in early 2026.
Program Details and Economic Objectives
The development of Botswana's CBI program was officially unveiled by President Dr. Mokgweetsi Masisi at the United Nations General Assembly in New York on September 26, 2025. An exclusive Memorandum of Understanding was signed with Arton Capital, a leading investment migration consultancy, to design and implement the initiative. The program is designed to attract foreign investment and diversify the nation's economy 'beyond its diamond legacy,' channeling funds into critical sectors such as housing, tourism, renewable energy, mining, and financial services.
The investment threshold for the program is set to be between $75,000 and $90,000, with the variation dependent on 'family size in terms of contribution.' This pricing strategy positions Botswana's offering as potentially the most affordable open CBI option globally. Prospective applicants should also account for additional fees, including approximately $5,000 for due diligence per adult and government fees ranging from $2,000 to $5,000. Total costs for single applicants are expected to be below $100,000, while families may incur costs 'just above $100,000, but not reaching $120,000.'
Global Reach and Top Registrant Countries
The initial registrations highlight a broad international appeal for Botswana's program. The leading countries for expressions of interest include:
- India: 47 registrations
- United States: 46 registrations
- South Africa: 39 registrations
- Pakistan: 36 registrations
- Nigeria: 30 registrations
- Zimbabwe: 29 registrations
Canada, the United Kingdom, Australia, and Germany also featured prominently among the top ten source countries. Notably, 27 registrations originated from within Botswana itself.
Botswana's Strategic Positioning
Botswana is recognized for its political stability, robust rule of law, and a rapidly growing economy, holding the strongest credit rating in Africa. The nation's passport currently ranks as the fourth strongest on the continent, with an ambitious goal to achieve the number one position by 2027. Further regulatory details, including agent remuneration and fees, are expected to be finalized through parliamentary approval in November.

Attracting foreign capital is a smart strategy for growth, yet the long-term societal integration of these new citizens and their impact on local communities needs careful consideration and planning.

While diversifying the economy is crucial for Botswana, they must ensure extremely robust vetting processes to protect national security and reputation from potential misuse.

The strong initial interest is promising for investment, however, the government must be transparent about how they will prevent potential money laundering risks associated with such 'golden visa' programs.

Too cheap! This program is an open door for shady characters and dirty money, risking Botswana's reputation.

The program's affordability will certainly attract investment, but the government needs to clearly articulate how these funds will directly benefit ordinary citizens beyond just economic statistics.
