Canada Boosts Haiti Security Funding
Canada has announced a significant financial commitment of $60 million to reinforce security initiatives in Haiti. The pledge, made by Foreign Affairs Minister Anita Anand on September 23, 2025, aims to support a multinational security mission, expand maritime patrols, and curb the illicit flow of arms and drugs into the Caribbean nation. The announcement took place during a High-Level Meeting of the United Nations Ad Hoc Advisory Group on Haiti in New York City.
Details of the Financial Commitment
The $60 million package is strategically divided to address critical security needs. A substantial portion, $40 million, is earmarked for the Multinational Security Support (MSS) mission or its successor. This funding is contingent on the United Nations Security Council's approval of an American proposal to transform the existing mission into a larger 'gang-suppression force'. The remaining $20 million is allocated to a regional maritime security initiative. This initiative is specifically designed to enhance capabilities in intercepting and disrupting the trafficking of arms and drugs in and through Haiti and the broader Caribbean region.
Haiti's Dire Security Situation
Haiti has been engulfed in a profound security and humanitarian crisis since 2021, marked by escalating gang violence and political instability. Criminal gangs now control an estimated 85 percent of the capital, Port-au-Prince, and their influence has spread to other regions, leading to widespread displacement and severe food insecurity. The current Kenyan-led MSS mission, deployed in June 2024, has faced significant challenges, including personnel and funding shortages, in its efforts to stabilize the country. The proposed expansion of the mission into a 'gang-suppression force' by the United States seeks to address these shortcomings by increasing the authorized personnel to up to 5,500 uniformed individuals.
Canada's Ongoing Support and International Efforts
Canada has a long-standing history of engagement with Haiti, contributing to security, stability, and development efforts for decades. Since 2022, Canada has committed over $450 million in international assistance to Haiti. This includes previous pledges, such as $86 million to support the deployment of the MSS mission, making Canada the mission's second-largest financial contributor. The latest funding aims to support multilateral efforts to stabilize the situation, facilitate the reopening of schools, and alleviate the hunger crisis exacerbated by the pervasive violence.
