Mass Detentions Ahead of Crucial Elections

Moldovan authorities announced on September 22, 2025, the detention of 74 individuals suspected of involvement in a large-scale plot to destabilize the country ahead of its parliamentary elections scheduled for September 28. The detentions followed a sweeping nationwide operation that included more than 200 searches across Moldova. Officials allege the plot was coordinated with Russian intelligence services, aiming to incite unrest and undermine the democratic process.

The investigation, which began in July 2025, culminated in the arrests, with authorities seizing various materials including weapons, ammunition, tents, and passports. The detained individuals, aged between 19 and 45 years old, could face prison sentences ranging from four to eight years if convicted.

Allegations of Russian Coordination and Training

At a joint press conference, officials from the police, the Prosecutor's Office for Combating Organized Crime, and the Security and Intelligence Service (SIS) outlined the findings. SIS Director Alexandru Musteata identified Russian intelligence agent Andrei Pavlov as an alleged mastermind, coordinating the sabotage plot alongside exiled pro-Kremlin oligarch Ilan Shor. Pavlov has reportedly been linked to destabilization campaigns in other regions.

Investigators stated that many of the suspects 'systematically traveled' to Serbia, where they allegedly received training from Russian operatives. This training reportedly included instruction in the use of firearms, special equipment, and protest tactics intended to escalate demonstrations into violence. Some trips were reportedly disguised as pilgrimages. Participants in the alleged plot were reportedly promised payments of approximately €400.

Objectives: Destabilization and Undermining European Integration

Moldovan authorities emphasized that the ultimate objective of the alleged plot was 'to create chaos and undermine confidence in the electoral process in the Republic of Moldova.' The broader goals included destabilizing the country from within, amplifying Russian influence, and obstructing Moldova's path toward deeper European integration.

President Maia Sandu, whose pro-Western government faces a crucial election, has repeatedly accused Moscow of interference, stating that the Kremlin is spending 'hundreds of millions of euros' to sway the vote. She warned that the country's 'sovereignty, independence, territorial integrity and European future are in danger.' Moldova has been pursuing closer ties with the European Union, having applied for membership after Russia's full-scale invasion of Ukraine in 2022 and being granted candidate status that year.

Ongoing Concerns Over Foreign Interference

The arrests underscore heightened regional tensions as Moldova seeks to distance itself from Moscow's orbit. Allegations of Russian interference have been a recurring feature in Moldovan elections, with previous reports highlighting Kremlin efforts to influence outcomes through cyberattacks, propaganda, and illicit funding of pro-Russian parties. The current parliamentary elections are viewed by many as a critical choice between Moldova's continued path toward EU membership or closer ties with Russia.
