Espionage Suspects Detained Near Key Naval Installation
Greek authorities have arrested two foreign nationals on suspicion of espionage after they were observed photographing the highly sensitive Salamis Naval Base. The individuals, identified as Romanian citizens aged 22 and 52, were detained on Monday afternoon, September 22, 2025, following an alert from the Hellenic Navy.
The arrests occurred when the two men were on a professional tourist vessel flying the Greek flag, navigating the strait between the mainland and Salamina Island. Navy personnel spotted the suspicious activity and alerted the authorities, leading to the interception of their boat by a Hellenic Navy ship.
Evidence and Charges
During an inspection conducted by the Hellenic Coast Guard, photographic materials of the Salamis Naval Fortress were discovered on the suspects' mobile phones. This evidence led to their arrest and subsequent transfer to the Central Port Authority in Piraeus.
The two Romanians have been charged with violating Article 148 of the Penal Code, which pertains to espionage. Authorities confiscated three mobile phones, €4,700, and $400 from the individuals. The tourist vessel they were using was also impounded and taken to the port of Paloukia, Salamis, for a detailed inspection of its transport documents.

The Salamis Naval Base holds significant strategic importance for Greece and NATO. It is the largest unit of the Hellenic Navy, serving as the primary home for most of its warships.
The base also houses numerous administrative, training, and support services, employing approximately 10,000 naval and civilian personnel.
