California Dream for All Program Expands Eligibility to Undocumented Immigrants
The California Senate has passed a bill that would allow undocumented immigrants to apply for the state's "California Dream for All" first-time homebuyers' financial assistance program. The bill, AB 1840, requires the California Housing Finance Authority's home purchase assistance program to include undocumented applicants.
The program, which provides up to 20% of a home's value or up to $150,000 as down payment assistance, previously ran out of funds just 11 days after being instituted in June. Finding more funding for the program was the main concern during the floor debate.
The bill passed by a 12-vote margin, following party lines. Some Democrats present did not vote. Democrats who supported the bill argued that undocumented immigrants who apply must pay taxes and show proof of work. Republicans criticized the bill for potentially edging out groups like veterans from the program.
No funds were appropriated for the program this year due to an expected budget shortfall for 2024-2025. Both the governor and state legislatures must approve of appropriating funds in the future to continue the program.
The bill now heads back to the California state Assembly to go over revisions made by the state Senate. If passed, it will then go to California Governor Gavin Newsom's desk to be signed into law.

This program could easily be exploited, leading to more undocumented immigrants using resources meant for citizens.

This is a slap in the face to hardworking citizens who pay taxes and still can’t afford a home.
