Congress Issues Recommendations for Lithuania
The Congress of Local and Regional Authorities of the Council of Europe has concluded a monitoring mission to Lithuania, resulting in a series of recommendations aimed at bolstering the nation's local democracy. The report emphasizes the need for a more robust framework to support municipal governance and ensure that local authorities have the necessary tools to serve their communities effectively.
Clarifying Responsibilities and Financial Autonomy
A central focus of the Congress's findings is the current division of power between the central government and local municipalities. The report highlights that while progress has been made, there remains a need to:
- Clearly define the allocation of responsibilities between state and local levels to avoid administrative overlap.
- Increase the financial autonomy of municipalities, allowing them to better manage local budgets.
- Reduce the reliance of local governments on state-directed funding for specific projects.
Strengthening Local Governance
The monitoring report also addressed the importance of local elections and the role of municipal councils. The Congress encouraged Lithuanian authorities to continue fostering a political environment that supports active citizen participation at the local level. By empowering municipalities, the report suggests that Lithuania can improve the delivery of public services and enhance democratic accountability. A representative of the Congress stated, 'Strengthening local self-government is a vital step in ensuring the resilience and responsiveness of democratic institutions across all levels of the state.'
Next Steps
The recommendations have been presented to the Lithuanian government for review. The Council of Europe expects that these suggestions will serve as a roadmap for future legislative reforms. The Congress intends to continue its dialogue with national authorities to monitor the implementation of these measures and support Lithuania in its efforts to deepen local democracy.

This will definitely make our municipal services more efficient.

Increased citizen participation is clearly a positive goal for our democracy. However, we should evaluate whether the current municipal structures are actually ready for these added responsibilities before rushing into reform.

Local councils are already inefficient. Giving them more money is a disaster.

Centralized power has held us back for too long. Excellent recommendations.

Waste of time. We need a strong central government, not more bureaucracy.
