Rosatom Issues Urgent Warning on Bushehr Nuclear Plant

Alexei Likhachev, the head of Russia's state nuclear corporation Rosatom, issued a grave warning on Tuesday, March 3, 2026, stating that a potential US-Israeli strike on Iran's Bushehr nuclear power plant could result in a 'regional-scale disaster'. The warning comes amidst escalating military hostilities in the region, with explosions reportedly heard just kilometers from the plant's physical defense line.

Likhachev emphasized the critical danger, noting that the reactor at Bushehr is currently operating at full capacity. It contains a substantial amount of nuclear material, specifically 72 tons of fuel and an additional 210 tons of spent fuel. He cautioned that any breach of the plant's integrity could lead to widespread radioactive contamination, posing an unpredictable risk to the entire region.

Russian Personnel and Evacuation Efforts

A significant number of Russian specialists, totaling 639 employees, are currently present at the Bushehr facility. Rosatom has already undertaken measures to ensure the safety of its staff, having evacuated 94 'non-essential staff' and family members. The corporation plans to evacuate an additional 150 to 200 personnel as soon as military conditions permit a safe withdrawal.

In response to the heightened threat, Rosatom has suspended construction work on two new units at the Bushehr plant. Likhachev also revealed a concerning development: Rosatom has lost contact with Iran's nuclear industry leadership, unable to establish communication via phone or email.

Bushehr Plant: A History of International Cooperation

The Bushehr Nuclear Power Plant, Iran's sole operational nuclear facility, has a complex history of international involvement. Initial construction began in 1975 with German companies, but the project was halted following the 1979 Iranian Revolution and subsequently damaged during the Iran-Iraq war. Russia later took over the completion of the plant in 1995, bringing it online and connecting it to the national grid in 2011 with a 1,000-megawatt capacity.

While operational control was transferred to Iran in September 2013, Russian experts continue to provide essential technical assistance. Furthermore, Iran and Russia had agreed to construct two additional reactors at the site, with work commencing in 2017, though this construction is now suspended.

Geopolitical Context and International Appeals

The Rosatom warning comes in the wake of reported US and Israeli strikes on Iran, which began on February 28, 2026, targeting military facilities and command centers. Iranian state media indicated that the city of Bushehr itself had come under missile attacks. Despite these reports, Rafael Grossi, the head of the UN nuclear watchdog, stated on Monday that there was 'no indication' that any nuclear installations, including Bushehr, had been damaged or directly targeted.

In light of the escalating situation, Rosatom has appealed to Russian President Vladimir Putin to engage with the leadership of Israel, the US, and Arab countries to underscore the critical importance of avoiding any actions that could jeopardize a nuclear facility.
