Kuala Lumpur, Malaysia – Malaysia and France are on the verge of finalizing a new agreement aimed at significantly expanding their bilateral defense cooperation. This advancement follows a pivotal meeting held on March 2, 2026, between Malaysia's Defence Minister, Datuk Seri Mohamed Khaled Nordin, and the newly appointed French Ambassador to Malaysia, Marc Abensour. The discussions underscored a mutual commitment to strengthening strategic ties and ensuring regional stability and security.
Focus on Defense Industry Development and Supply Chain Integration
The proposed agreement is set to enhance strategic cooperation, particularly in the development of Malaysia's local defense industry. Minister Mohamed Khaled Nordin highlighted the objective of exploring Malaysia's potential to integrate into the global supply chain network for defense components and technologies. This initiative aligns with the established expertise of the French defense industry.
The existing defense cooperation between Malaysia and France dates back to an agreement signed in 1993, providing a foundational framework for their ongoing partnership.
Recent Engagements Underscore Deepening Partnership
The recent meeting builds upon a series of high-level engagements between the two nations. In July 2025, a significant Memorandum of Understanding (MoU) was signed in Paris between Malaysia's Coalition of Defence Industry (CDI-M) and three prominent French defense industry associations: the French Association of Maritime Industries (GICAN), the Land and Air-Land Defence & Security Industries Group (GICAT), and the Aeronautics & Space Industries Group (GIFAS). This MoU, witnessed by Minister Mohamed Khaled Nordin during Prime Minister Anwar Ibrahim's official visit to France, aimed to elevate bilateral defense industrial collaboration across strategic sectors such as aerospace, maritime, land, and advanced technologies.
Further demonstrating the robust nature of their defense relationship, Minister Mohamed Khaled Nordin also visited the French aircraft carrier Charles de Gaulle on March 2, 2025. This visit coincided with a joint air combat exercise involving the carrier's air wing and the Royal Malaysian Air Force, emphasizing interoperability and military cooperation. Additionally, in December 2023, French Minister of the Armed Forces Sebastian Lecornu visited Malaysia, where discussions included maintaining stability in the South China Sea and boosting cooperation in defense science, technology, and industry.
France's Role in ASEAN Security
France maintains an observer status in the ASEAN Defence Ministers' Meeting Plus (ADMM-Plus), actively participating in various expert working groups with ASEAN member states. This involvement underscores France's constructive role in regional security dialogues and its commitment to fostering stability in Southeast Asia.
The finalization of this new defense cooperation agreement is expected to further solidify the strategic partnership between Malaysia and France, contributing to enhanced defense capabilities and broader regional security objectives.
