Latvian Border Guards Report Resumption of Migrant Crossings from Belarus

Increased Activity at the Border

On February 27, 2026, Latvian border guards successfully prevented ten attempts by illegal migrants to cross into Latvia from Belarus. This incident marks a resumption of crossing attempts, following a period of reduced activity, likely influenced by colder winter conditions. The Latvian State Border Guard reported that a total of 12 attempts to illegally enter Latvia have been thwarted since the beginning of 2026, with two previous attempts recorded on February 2.

Context of the Ongoing Migration Crisis

The current situation is part of a larger migration crisis that has affected the Belarus-European Union border since the summer of 2021. European Union member states, including Latvia, Lithuania, and Poland, have consistently accused Belarus of orchestrating the influx of migrants as a form of 'hybrid warfare'. This is believed to be a retaliatory measure against sanctions imposed on Belarus following the 2020 Belarusian presidential election and subsequent protests. Belarus, however, denies these allegations.

The migrants involved in these crossings often originate from countries in the Middle East and Africa, such as Iraq, Syria, and Afghanistan. They frequently face severe conditions, including harsh weather, limited access to food and water, and inadequate medical care.

Latvia's Defensive Measures and Official Stance

In response to the persistent migratory pressure, Latvia has implemented extensive border security measures. The country has completed the construction of a border fence spanning approximately 145 kilometers of its 173-kilometer border with Belarus. The total cost for the fence and associated infrastructure is estimated at €125.35 million, with €3.6 million contributed by the European Union.

Latvian authorities have also presented evidence suggesting the direct involvement of Belarusian security services in facilitating illegal migration. This includes allegations of Belarusian military vehicles transporting migrants and officials participating in the planning of illegal crossings, which Latvia views as part of a broader hybrid threat campaign. In late January, Latvian Interior Minister Rihards Kozlovskis affirmed that the enhanced border security regime with Belarus would remain in place, with the current extension lasting until June 30, 2026.

Annual Figures Highlight Persistent Challenge

The number of prevented illegal crossing attempts underscores the ongoing challenge. In 2025, the Latvian State Border Guard prevented 12,046 such attempts, a significant increase from 5,388 cases recorded in 2024. The highest number of prevented crossings in a single 24-hour period was 246 on September 10, 2023.
