Strategic Initiative for Digital Advancement
Luxembourg has announced a new joint call for research and development (R&D) projects in the critical fields of Data, Artificial Intelligence (AI), and Quantum Technologies. This initiative is a collaborative effort by the Ministry of the Economy, the Luxembourg National Research Fund (FNR), and Luxinnovation, the national innovation agency. The primary goal is to strengthen Luxembourg's digital sovereignty and innovation capacity, aligning with the government's broader 'Accelerating Digital Sovereignty 2030' strategy.
The call seeks to stimulate collaboration between companies and public research institutions to undertake innovative research projects and accelerate the deployment of advanced digital technologies.
Objectives and Thematic Focus
The joint call is designed to support innovative, high-quality R&D projects that contribute to Luxembourg's economic growth, diversification, and enhanced research capabilities. Projects must demonstrate scientific excellence, build upon the current state of the art, and generate new knowledge in industrial research or experimental development activities. They are expected to address complex, future-oriented challenges and offer solutions that surpass existing technologies.
Key objectives of the Data-AI-Quantum Joint Call include:
- To foster innovation and sustainable value creation by stimulating strong partnerships between public research institutions and industry in the specified fields.
- To strengthen companies' expertise in advanced data processing, analytics, data-driven decision-support systems, and the development, fine-tuning, and deployment of AI models and methods for relevant industrial and societal use cases.
- To encourage the implementation of innovative projects that contribute to the development of Luxembourg's economic landscape and are consistent with national strategic and digital-sovereignty priorities.
Applicants are required to clearly articulate how they will integrate data analytics, artificial intelligence, and/or quantum technologies to improve their products, processes, or services.
Reinforcing Digital Sovereignty

An information webinar will be organized on March 5th to provide a comprehensive overview of the Joint Call's objectives, the application process, and to answer potential queries. This event is crucial for companies and research organizations looking to understand the framework and align their project ideas with the call's requirements.
The launch of this call follows previous successful joint initiatives, such as the 'High-Performance Computing and Artificial Intelligence' call in spring 2025, which resulted in nine projects being selected for co-funding. This demonstrates a continued focus on fostering public-private partnerships and leveraging advanced technologies for societal and economic benefit.
