Orbán Links Peace to Bilateral Normalization
Hungarian Prime Minister Viktor Orbán declared on February 20, 2026, that the normalization of relations between Ukraine and Hungary is contingent upon the cessation of Russia's war against Ukraine. The statement was made following the first meeting of the 'Peace Board' in Washington. Orbán articulated that 'As soon as war ends, it will be possible to return to normal and peaceful diplomatic, economic and other relations. So, key to everything, key to Ukraine-Hungary relations is peace. If there is peace, then Ukraine-Hungary relations will be normalised.' He further added that he sees 'no chance of improving relations while war continues,' attributing this to Hungary's stance 'on the side of peace' and his view that 'Ukraine wants to drag everyone into war.'
Current State of Tense Relations
The Hungarian Prime Minister characterized the current relationship between the two nations as 'tense.' He suggested that these tensions stem from Ukraine's perspective that 'anyone who does not support it is their enemy.' Orbán expressed confidence that this dimension of animosity would dissipate once the conflict concludes, paving the way for renewed diplomatic and economic cooperation.
Historical Context of Strained Ties
Relations between Hungary and Ukraine have faced significant challenges, particularly since 2017. A primary point of contention has been Ukraine's language and education laws, which Hungary argues infringe upon the rights of the ethnic Hungarian minority residing in Zakarpattia. These legislative changes, aimed at increasing Ukrainian language instruction, led to a rapid deterioration of bilateral ties. Hungary has also been a vocal critic of various European Union initiatives aimed at supporting Ukraine, frequently exercising or threatening to exercise its veto power on aid packages and accession talks.
Hungary's Broader Stance on the Conflict
Throughout the ongoing conflict, Hungary has maintained a policy of non-military involvement, consistently refusing to supply weapons to Ukraine or permit their transit through Hungarian territory. The Hungarian government has advocated for a swift ceasefire and peace negotiations, asserting that prolonging the war would only lead to further territorial losses for Ukraine and increased human suffering. Orbán has also accused the European Union of hindering peace efforts and attempting to 'drag' Hungary into the conflict, while also claiming that Ukraine has interfered in Hungarian elections.

Orbán is absolutely right. Peace is the only way forward for Ukraine and the region.

Orbán's desire to avoid military involvement is a sovereign choice many nations make. However, his accusations against the EU and Ukraine for 'dragging' countries into war seem to downplay the aggressor's role and the need for collective security.

Common sense from Orbán. You can't normalize relations during a war, especially when one side is hostile.

Orbán is just doing Putin's bidding. This isn't about peace, it's about weakening Ukraine and Europe.

Finally, a leader who isn't afraid to speak for peace and against endless war. The EU should listen to him.
