The announcement was made by Prime Minister Sheikh Mohammed bin Abdulrahman Al-Thani during Web Summit Qatar, signaling the nation's commitment to becoming a hub for innovation and investment. This new permit expands upon Qatar's existing Mustaqel (Independent) Visa framework, which was initially launched in February 2024, and is designed to offer long-term stability to founders, investors, and highly skilled professionals.

Targeting Key Economic Contributors

The new residency program is specifically tailored for individuals who can significantly contribute to Qatar's economic diversification and growth, aligning with the country's National Vision 2030. It focuses on two primary categories:

  • Entrepreneurs and Startup Founders: This pathway is open to founders or owners of high-impact, innovation-driven businesses that align with Qatar's economic priorities. Applicants must secure formal endorsement from a recognized local incubator, such as the Qatar Science & Technology Park (QSTP) or the Qatar Fintech Hub. Financial stability is a key requirement, with applicants needing to demonstrate a minimum balance of QAR 36,500 (approximately $10,000 USD) maintained in their bank accounts over the preceding three months.
  • Senior Executives and Corporate Leaders: This category targets individuals in top leadership roles, including Chairman, CEO, CFO, CTO, COO, and other executive directors. Eligibility requires a minimum of five years of experience in senior management positions. Applicants must hold a valid local employment contract with approved organizations, which include public shareholding companies listed on the Qatar Stock Exchange, banks and financial institutions licensed by the Qatar Central Bank, insurance companies, or consulting firms serving governmental or semi-governmental entities. Salary thresholds are set at a minimum of QAR 50,000 per month for Chairman and C-suite positions, increasing to QAR 80,000 for other executive director-level roles.

Benefits and Application Process

Holders of the new 10-year residency permit will enjoy a range of benefits aimed at fostering a conducive environment for living and doing business in Qatar. These include the right to own property and businesses, as well as the ability to sponsor family members. The program also highlights Qatar's attractive 0% personal income tax.

While detailed regulations are still being finalized, the application process is expected to be managed through government platforms, such as the Ministry of Interior's Hukoomi portal or the Jusour portal. The typical processing time for such long-term permits is anticipated to be between four and eight weeks, including necessary medical and security clearances.

Broader Economic Strategy

This initiative is part of Qatar's broader strategy to diversify its economy beyond hydrocarbon revenues and establish itself as a leading regional base for business, innovation, and startups. The new permit is seen as a competitive offering in the Gulf region, with its investment threshold for approved investments (QAR 1 million) noted as potentially undercutting the UAE Golden Visa's AED 2 million requirement. Qatar also continues to offer existing residency pathways through real estate investment, with options for renewable residency starting from an investment of QAR 730,000.
