France Charts Course to Cyber Leadership with New Strategy
France officially launched its National Cybersecurity Strategy 2026–2030 on January 29, 2026, a comprehensive 36-page document published by the General Secretariat for Defence and National Security (SGDSN). The strategy outlines an ambitious vision to establish France as a leading cyber nation and 'Europe's cybersecurity powerhouse' by the end of the decade.
The document features a foreword by French President Emmanuel Macron, who underscored the increasing importance of cybersecurity for both national security and economic prosperity. President Macron articulated that 'cybersecurity has become a prerequisite for freedom' and 'a strategic imperative', highlighting the digital space as a critical arena for national independence and citizen security.
Addressing the Cyber Workforce Shortage: A Core Priority
A central tenet of the new strategy is the explicit recognition and commitment to resolving the cyber workforce shortage. France identifies the ability to develop and attract cybersecurity talent as essential, making it the 'priority focus of this strategy'. This ambition forms the first of the strategy's five pillars, titled 'Making France The Largest Pool Of Cyber Talent In Europe'.
Key objectives under this pillar include:
- Developing an inclusive culture of cybersecurity from an early age.
- Investing in all areas of cybersecurity training.
- Supporting the development of cyber human resources at the European level.
Pillars of Resilience and Deterrence
Beyond talent development, the strategy is structured around four additional pillars designed to fortify France's digital defenses and influence the global cyber landscape. These include:
- Pillar 2: Strengthening The Nation's Cyber Resilience, which calls for an ambitious plan to elevate the overall level of cybersecurity across the entire economic and social fabric.
- Pillar 3: Halting The Expansion Of Cyber Threats, committing France to mobilize judicial, technical, diplomatic, military, and economic instruments to increase the costs and risks for adversaries.
- Pillar 4: Maintaining Control Over The Security Of Our Digital Foundations.
- Pillar 5: Supporting The Security And Stability Of Cyberspace In Europe And Internationally.
This new strategy builds upon France's previous national cybersecurity efforts, which date back to a strategy adopted in 2015. It aligns with broader European Union initiatives aimed at strengthening collective cybersecurity and digital sovereignty.
