Hugo Ysalguez was widely recognized for his significant contributions to Dominican journalism. He served for many years as a columnist for 'El Nacional' and worked for 'Listín Diario', where he specialized in covering the justice beat. Beyond his journalistic endeavors, Ysalguez held a notable position as a legal consultant for the then-Secretariat of Culture between 2000 and 2004. His legal career also included a tenure as a Judge of the Peace of the Fourth Circumscription of the National District.

He was an active participant in the April 1965 War, serving as a constitutionalist and a member of the B3 commands. His political involvement extended to the Partido Revolucionario Dominicano (PRD), for which he ran as a candidate for deputy on several occasions. In accordance with his personal wishes, Ysalguez's remains were cremated. His ashes are to be scattered in the 'Placer de los Estudios' (Pleasure of Studies) located in the Malecón of Santo Domingo. The wake and cremation took place at the Funeraria Blandino on Abraham Lincoln Avenue.
