Strategic Acquisition Enhances Lithuanian Defense
Lithuania has formalized a significant defense procurement, signing a €252 million contract with KNDS France for a second batch of CAESAR Mk II wheeled howitzers. This agreement, confirmed on December 10, 2025, marks the country's largest defense acquisition from France to date and is a pivotal step in strengthening its military capabilities.
The latest order includes 30 CAESAR Mk II howitzers, adding to an initial order of 18 units placed in 2022. With a total of 48 systems, Lithuania is set to become the second-largest operator of the CAESAR Mk II globally, surpassed only by France, and exceeding Belgium's 28 units. Deliveries for the first batch are anticipated by 2027, with the complete order expected to be fulfilled by 2030.
Advanced Artillery System Details
The CAESAR Mk II is an upgraded 155mm/52-caliber self-propelled howitzer, developed by KNDS France. It represents a significant advancement over its predecessor, incorporating several key improvements:
- Enhanced Protection: The system features a reinforced armored cabin providing STANAG Level 2 ballistic and mine protection, offering increased safety for the crew against small arms fire, artillery splinters, and improvised explosive devices.
- Improved Mobility: Powered by a more efficient 460 hp diesel engine, the CAESAR Mk II boasts enhanced tactical mobility, allowing for faster deployment and maneuverability.
- Advanced Firepower: Equipped with a digital fire control system, muzzle velocity radar, and an inertial navigation unit, the howitzer can achieve a maximum range of approximately 40 kilometers with standard ammunition, extending beyond 50 kilometers with rocket-assisted or VLAP rounds. It can fire up to six rounds per minute and is compatible with precision-guided munitions like Excalibur and Nexter's KATANA shells.
Minister of National Defence Robertas Kaunas emphasized the strategic importance of the acquisition, stating, 'Selection of CAESAR Mk II is an important step in strengthening Lithuania's defence and a clear signal of a developing cooperation with France. This advanced system will add mobility and fire power to the Lithuanian Armed Forces, while closer partnership with the French defence sector will strengthen our ties with an Ally.'
Industrial Cooperation and Future Outlook
Beyond the direct procurement of howitzers, the contract includes a substantial industrial cooperation agreement. KNDS France has committed to investing €12 million in establishing maintenance and repair facilities within Lithuania. This initiative is part of the EU SAFE investment framework and aims to bolster Lithuania's domestic defense industry.
Furthermore, Lithuania plans to commence domestic production of 155 mm ammunition fully compatible with the CAESAR Mk II system by 2027, ensuring long-term operational readiness and industrial resilience. This acquisition aligns with Lithuania's ongoing military modernization efforts and increased defense spending, driven by regional security concerns. The nation consistently exceeds NATO's target of spending 2% of its GDP on defense, reflecting its commitment to strengthening its armed forces.

Upgrading military protection and firepower is essential for troop safety and effectiveness. However, I wonder about the operational implications and training required for such advanced systems, ensuring they are fully integrated and utilized efficiently.

The strategic importance of these howitzers for deterrence is undeniable, especially with regional threats. Yet, I hope diplomatic efforts and alliances are equally prioritized, as military strength alone cannot guarantee lasting peace.

Spending so much on these systems seems excessive. Is this really the best use of taxpayer funds?

While bolstering defense is clearly necessary given current geopolitical realities, the sheer cost of these acquisitions is concerning. We need to ensure this doesn't come at the expense of other critical public services.
