The Republic of Moldova, through its Ministry of Energy, officially launched a significant tender on December 19, 2025, for the development of new wind power generation capacity. This tender is notable as it marks the first time Moldova has included a mandatory energy storage component, requiring 44 megawatt-hours (MWh) of storage alongside the 170 megawatts (MW) of wind farm capacity. The announcement was formally published in the Official Gazette.

This strategic move is designed to enhance the flexibility and reliability of the national energy system, thereby improving the electricity generation curve. The tender operates under a fixed price/variable premium support scheme, with winning bids expected to be below a maximum price of 1.44 Moldovan Lei (approximately 0.073 Euro) per kilowatt-hour.

Potential investors interested in participating in this tender have a clear schedule for engagement. Clarifications regarding the tender documentation can be requested until February 1, 2026. The submission period for offers is set between February 16 and March 31, 2026. To facilitate discussions and provide further insights into the tender procedure, an investors' conference will be organized in Chișinău on January 29, 2026.

The inclusion of energy storage systems is a critical aspect of this tender, reflecting Moldova's commitment to modernizing its energy infrastructure. The Ministry of Energy emphasized that this is a 'historic initiative' for the country.

Contributing to National Energy Goals and Environmental Impact

This new tender is a crucial step towards achieving Moldova's ambitious renewable energy targets. It is projected to increase the share of renewable energy in the national mix by 5.8 percent, contributing to the overarching goal of reaching 30 percent renewable energy by 2030. When combined with a previous 165 MW tender, wind energy alone is expected to cover approximately 11.4 percent of this national target.

Beyond energy security, the environmental benefits are substantial. Specialists estimate that these new investments will lead to a reduction of over 1.4 million tons of CO₂ in greenhouse gas emissions, an amount equivalent to the annual emissions produced by approximately 310,000 cars. This initiative aligns with Moldova's broader strategy to achieve energy independence by 2030, reduce reliance on fossil fuels and external energy supplies, and integrate with European energy policies. The country has seen a significant increase in its installed renewable energy capacities, reaching 897.50 MW by the end of September 2025.
