China Extends USD 2.8 Million in Aid for Maldives Ministry Fire Recovery

China Offers Financial Assistance for Malé Fire Recovery

China has extended USD 2.8 million in financial assistance to the Maldives to aid in the recovery efforts following a devastating fire that struck several government ministry buildings in Malé on December 12, 2024. The aid package was formally handed over on Thursday, December 11, 2025, during a ceremony in Malé.

Details of the Devastating Fire

The fire, which broke out around 6:00 AM local time on December 12, 2024, originated in the building housing the Ministry of Housing, Land and Urban Development and the Ministry of Construction and Infrastructure. The blaze rapidly spread to the adjacent Green Building, which accommodated the Ministry of Climate Change, Environment and Energy (also referred to as the Ministry of Environment), and an office of the Malé City Council, including the Vital Registration Office. The affected structures sustained severe damage, rendering them almost unusable. While no injuries were reported, important documents were destroyed, though the Housing Ministry confirmed that critical flat allocation lists were securely stored in cloud systems. Following the incident, the affected ministries temporarily relocated their operations to the Dharubaaruge convention center.

Purpose of Chinese Aid and Bilateral Relations

The USD 2.8 million financial assistance from China is specifically earmarked for the procurement of essential office furniture and equipment, aiming to facilitate the full resumption of operations for the ministries impacted by the fire. At the handover ceremony, Chinese Ambassador Kong Xianhua presented the aid to Maldivian Minister of Finance and Planning Moosa Zameer. Minister Zameer expressed gratitude for the timely support, emphasizing that the contribution underscores the strength of the Maldives–China partnership. He also highlighted recent high-level engagements, including discussions between Maldivian President Dr. Mohamed Muizzu and Chinese President Xi Jinping, as factors that have further solidified trust and expanded cooperation opportunities between the two nations.

Ongoing Investigation

Meanwhile, the Maldives Police Service has indicated that it will seek foreign assistance to investigate the cause of the fire, with forensic teams actively working at the site and analyzing CCTV footage.

It's positive that the Maldivian government can restore operations with this funding. Still, one has to wonder if this dependence on China might limit their foreign policy options in the future.

While the immediate financial aid for recovery is undoubtedly helpful, it's crucial for the Maldives to ensure this doesn't lead to increased geopolitical leverage for China in the long run.

The aid is a welcome relief for the affected ministries, yet the emphasis on 'strengthened partnership' raises questions about what expectations come with such a significant contribution.
