The agreement was officially signed on December 9, 2025, during the Telangana Rising Global Summit held in Hyderabad. This landmark collaboration is set to span approximately 2,500 hectares and marks one of the largest investment commitments by a Southeast Asian company in India.

The initiative is designed to bolster Telangana's socio-economic development and long-term growth vision, according to official statements. A. Revanth Reddy, Chief Minister of Telangana, described the investment as a 'massive vote of confidence' in the state's 'Telangana Rising' vision, particularly its focus on sustainable urban development and green infrastructure.

Key Investment Areas and Proposed Projects

The extensive investment plan covers a diverse range of sectors, reflecting Vingroup's multi-industry expertise. The primary areas of focus include:

  • Smart Urban Development: Vingroup plans to develop the Vinhomes Smart City mega urban area, projected to house around 200,000 residents on a 1,080-hectare site. This project is expected to generate approximately 10,000 jobs and will feature a blend of low-rise and high-rise developments, international-standard amenities, and sustainable urban planning principles.
  • Electric Mobility Solutions: A significant component involves the introduction of India's first large-scale electric taxi fleet and a mobility-as-a-service platform in Telangana, utilizing VinFast vehicles through Vingroup's mobility arm, GSM. The conglomerate will also explore potential opportunities for electric vehicle manufacturing in the state.
  • Healthcare and Education: Vingroup intends to establish social infrastructure projects, including Vinschool K-12 institutions and Vinmec multi-specialty hospitals, across approximately 70 hectares.
  • Tourism and Entertainment: Through its VinWonders brand, Vingroup aims to develop an integrated complex featuring a theme park, zoo, and safari, spanning around 350 hectares. This is expected to enhance Telangana's tourism infrastructure and create substantial employment opportunities.
  • Renewable Energy: Vingroup's energy arm, VinEnergo, proposes to invest in a 500 MW solar farm over an area of approximately 500 hectares. This facility will provide a stable source of green electricity for urban areas, industrial zones, and the electrified mobility ecosystem.

Government Support and Future Outlook

The Telangana government has pledged its commitment to facilitating land allocation, project clearances, and infrastructure support, along with extending policy incentives in line with state frameworks. Pham Sanh Chau, CEO of Vingroup Asia and VinFast Asia, expressed optimism about the partnership, highlighting Vingroup's experience in large-scale urban development and electric mobility as a catalyst for sustainable growth in Telangana.

This strategic alliance is expected to deepen trade and investment ties between India and Vietnam, positioning Telangana as a crucial base for Vingroup's expansion in the country and reinforcing the international standing of one of Vietnam's leading multi-sector corporations.
