Tender Launched for Grid Automation and Refurbishment
Montenegrin power grid operator Crnogorski Elektrodistributivni Sistem (CEDIS) has officially launched a tender for goods as part of a €36 million power grid automation and refurbishment project. This significant undertaking is supported by the European Bank for Reconstruction and Development (EBRD), marking a crucial step in modernizing Montenegro's energy infrastructure.
The tender, announced on December 5, 2025, has a bidding deadline set for February 10, 2026, according to information from the EBRD.
Comprehensive Digitalization Initiative
The €36 million project for which the tender has been launched is a key component of a broader digitalization effort. In January 2025, the EBRD approved a €35 million loan to CEDIS to support its smart digitalization initiatives. This loan is complemented by a €5 million grant from the European Union's Western Balkans Investment Framework (WBIF), bringing the total financing package for this comprehensive project to €40 million.
The project's scope includes the implementation of a new Supervisory Control and Data Acquisition (SCADA) system and an Advanced Distribution Management System (ADMS), alongside the procurement and deployment of new smart meters. Germany's GOPA Tech was hired in November 2025 to advise CEDIS on the implementation of this project.
Objectives and Expected Benefits
The primary objectives of this extensive modernization program are multifaceted, aiming to transform Montenegro's electricity distribution system into a more modern, reliable, and efficient network. Key benefits are expected to include:
- A 10% reduction in technical losses within the distribution system.
- A significant decrease in grid outages, projected to be reduced to approximately one-sixth of current levels.
- Enhanced capabilities for the integration of new renewable energy sources (RES) into the grid.
- Improved cybersecurity measures for the power grid.
- Support for the rollout of smart meters in line with EU and Energy Community standards.
The transition to an integrated ADMS/SCADA platform, combined with new smart meters, will enable centralized, real-time monitoring and control of the distribution network, moving CEDIS from manual to automated grid management. This initiative is also expected to empower consumers with better insights into their energy consumption, fostering greater energy efficiency.
