Estonia Announces New Embassy in Azerbaijan

Estonia has made an official decision to open its embassy in Azerbaijan in 2026. This development was confirmed during a telephone conversation on December 2, 2025, between Estonian Foreign Minister Margus Tsahkna and Azerbaijani Foreign Minister Jeyhun Bayramov. Minister Bayramov welcomed the decision, stating that it 'will give an additional boost to bilateral relations'.

Strengthening Diplomatic Presence

Currently, Estonia's representation in Azerbaijan is managed through its embassy in Ankara, Turkey. Additionally, Estonia has maintained a diplomatic office in Baku since August 26, 2014, which is situated within the premises of the Latvian Embassy. The establishment of a dedicated Estonian embassy signifies a substantial upgrade in diplomatic engagement and is expected to foster closer ties across various sectors. Azerbaijan, for its part, has maintained an embassy in Tallinn, Estonia, since its establishment by presidential decree on September 30, 2009, which began operations in late 2010.

Historical Context and Future Cooperation

Diplomatic relations between Azerbaijan and Estonia were formally established on April 20, 1992, following the recognition of each other's independence in 1991 and 1992, respectively. Both nations share a history as former republics of the Soviet Union and are full members of international bodies such as the Council of Europe and the Organization for Security and Co-operation in Europe (OSCE). Over the years, the two countries have engaged in a political dialogue, with high-level visits including those by former Estonian President Toomas Hendrik Ilves to Azerbaijan in 2009 and Azerbaijani President Ilham Aliyev to Estonia in 2010.

The bilateral relationship extends beyond political spheres, encompassing economic and humanitarian areas. Cooperation has been noted in fields such as information technology (IT) and e-government.
