Moldovan Government Expands 'European Courtyard' Program with 1.7 Billion Lei Investment

Government Approves Major Expansion

The Moldovan Government, during a Cabinet meeting on November 26, 2025, officially approved a significant expansion of the 'European Courtyard' program. This decision incorporates 384 new initiatives into the Unified Programming Document for 2025–2027, earmarking a substantial investment of 1.7 billion lei for the rehabilitation of apartment building courtyards in the capital city, Chisinau.

The funding for these projects will be sourced from the National Fund for Regional and Local Development. With this latest addition, the 'European Courtyard' program will now encompass a total of 469 projects, building upon the 89 projects previously included.

Focus on Urban Modernization and Participatory Democracy

The 'European Courtyard' program is designed to modernize urban spaces, making them more accessible, safe, and user-friendly for residents. Each selected courtyard is eligible for funding of up to 5 million lei to cover various essential works. These improvements typically include:

  • Repairs to access roads and stairways
  • Installation of modern street lighting
  • Creation or upgrade of parking facilities
  • Development of playgrounds
  • Provision of urban furniture
  • Construction of access ramps for improved accessibility

Deputy Prime Minister and Minister of Infrastructure and Regional Development, Vladimir Bolea, emphasized the program's commitment to improving living standards. He stated, 'We are changing people's lives, and every government investment signifies our responsible attitude towards communities and raising living standards.' Bolea also highlighted the program's participatory nature, noting that residents play a key role in deciding investment priorities.

Current Progress and Future Outlook

Currently, 57 courtyard improvement projects are actively underway in Chisinau, with an additional 32 projects in the pipeline awaiting commencement. Minister Bolea noted that many of these areas have not seen significant repairs for decades.

Looking ahead, the Moldovan authorities are considering expanding the 'European Courtyard' program beyond Chisinau to other cities across the Republic of Moldova. This expansion would follow the successful model of the 'European Village' program, aiming to extend urban modernization efforts nationwide.

It's good to see investment in urban infrastructure, which is much needed. However, the sheer scale of the budget raises concerns about potential mismanagement and oversight.

The 'European Courtyard' name feels like foreign influence. What about our own identity?

While these improvements are long overdue for neglected areas, the program's long-term sustainability is unclear. We need to ensure these aren't just cosmetic fixes.
