Sweco Awarded Key Public Transport Contract in Norway
Sweco, a leading technical consultancy firm, has officially secured a significant framework agreement with Sporveien, Norway's largest public transport provider. The agreement, signed on November 19, 2025, focuses on delivering essential technical and engineering services across rail, construction, and infrastructure sectors in Norway.
The contract is valued at an estimated NOK 350–500 million (approximately EUR 30 – 42.6 million) and is set to run for an initial period of two years, with the possibility of extensions for up to six additional years. The new framework agreement will be effective from July 2025 to July 2027.
Scope of Services and Strategic Importance
Under the terms of the agreement, Sweco will provide multidisciplinary expertise crucial for the development and maintenance of Oslo's public transport infrastructure. This includes services in:
- Transport
- Rail systems
- Safety
- Energy
- Construction
- Architecture
Projects under this framework will be awarded through mini-competitions among six selected suppliers, ensuring a competitive and quality-driven approach to project execution.

Enhancing Oslo's Public Transport Network
Sporveien, which is wholly owned by the City of Oslo, plays a pivotal role in the capital's urban mobility, operating its metro, tram, and contracted bus services. In 2024, Sporveien T-bane (metro), Sporveien Trikken (tram), and Unibuss collectively facilitated 264 million passenger journeys.
Hanna Rachel Broch, Sporveien's development manager, highlighted the agreement's importance: 'The agreement gives Sporveien access to essential expertise in engineering design and capacity, which is crucial for realising the future public transport infrastructure. Sweco is one of several suppliers selected using a competitive process and, thereby ensuring quality, flexibility and efficient resource utilisation in Sporveien's projects.'
Sweco has already commenced its first project under the new agreement, providing technical consultancy for the planning application of a new station building above Grønland metro station.
