He was initially suspended in July 2014 by the Dental Council due to concerns regarding his competence and the risk he posed to public safety. Despite this suspension, he continued to provide dental services. His registration was subsequently cancelled in 2017 by the Health Practitioners Disciplinary Tribunal after it was found he had treated at least five patients between July 2014 and February 2016 while suspended.

The recent charges cover a period of illegal practice between December 2022 and September 2023. During this time, Zimmerman admitted to using words and descriptions implying he was a dentist and claiming to be a practicing health practitioner. His company also pleaded guilty to possessing and managing an X-ray machine without the necessary license.

Court's Ruling and Victim Impact

Judge Paul Murray, in fining Zimmerman and his business, highlighted that Zimmerman 'thought he knew better' than the regulatory authorities. The court ordered reparation of $4275, with $500 allocated to each victim and the remainder to cover costs for remedial treatments. Victim impact statements revealed the 'wide-ranging and serious' effects of Zimmerman's actions, with one patient expressing embarrassment and anger at his 'flagrant' avoidance of orders.

The case underscores the importance of regulatory oversight in protecting the public from practitioners who disregard professional standards and legal requirements. Zimmerman's continued operation, even after his premises were searched in March 2023, demonstrates a persistent defiance of the law.
