This diplomatic breakthrough comes in the wake of substantial political shifts within Syria. The Baath regime collapsed in December 2024, leading to the departure of longtime Syrian President Bashar al-Assad. A new transitional administration, led by President Ahmad Al-Sharaa, was subsequently formed in January 2025.

Turkey had already reopened its embassy in Damascus in December 2024, but had held off on naming an ambassador, reportedly due to concerns over the role of certain groups. Nuh Yilmaz brings a diverse background to his new role. He has served as Turkey's Deputy Foreign Minister since May 2024. Yilmaz spent approximately a decade at the National Intelligence Organization (MİT), where he worked under the leadership of current Foreign Minister Hakan Fidan.

His career also includes roles as Chairman of the Center for Strategic Research (SAM) at the Ministry of Foreign Affairs and Chief Adviser to the Minister of Foreign Affairs. Yilmaz holds a PhD in Sociology and has an extensive academic and journalistic background, including serving as the founding director of SETA's Washington, D.C. office from 2008 to 2011. His appointment is widely interpreted as a strong diplomatic signal, reflecting Ankara's confidence in its evolving relationship with Syria's new rulers.
