Lithuania Restores Top-Level Security for Sviatlana Tsikhanouskaya After Brief Dispute

Security Reinstated for Belarusian Opposition Leader

Lithuania has temporarily restored top-level security protection for exiled Belarusian opposition leader Sviatlana Tsikhanouskaya, resolving a dispute that arose after her security detail was initially downgraded. The move follows a period of heightened tension and criticism, with Tsikhanouskaya's team confirming an agreement has been reached to reinstate the measures while a new protection system is established. Her office in Vilnius, which had temporarily suspended physical operations, has now resumed its activities.

Initial Downgrade and Rationale

The controversy began around early October 2025 when Lithuania's new government, which took office on September 25, 2025, quietly reduced the state-provided security for Tsikhanouskaya. The protection was transferred from the elite Dignitary Protection Service (VAT), typically responsible for top officials, to the Criminal Police Bureau (CPB), which handles individuals facing specific threats. Lithuanian officials cited financial concerns and an adjusted threat assessment as reasons for the change. The annual cost of Tsikhanouskaya's protection, including 24/7 security, vehicles, housing, and VIP airport access, was reported to be approximately €1 million.

Prime Minister Inga Ruginenė stated on October 10 that Tsikhanouskaya's 'security is not removed' but 'has been adjusted to reflect current realities'. However, the decision was made with little advance notice to Tsikhanouskaya's team, prompting them to temporarily suspend their office operations and send most staff to remote work due to security concerns.

Political Fallout and Criticism

The reduction in security drew immediate condemnation from various political figures within Lithuania. Former Lithuanian Foreign Minister Gabrielius Landsbergis called the decision a 'betrayal', arguing that without proper security, Tsikhanouskaya might be forced to relocate. Other critics suggested the move was politically motivated and questioned the timing, especially given ongoing regional instability. President Gitanas Nausėda acknowledged the political debate, stating on October 14 that the issue was being 'overly dramatized' but affirmed that Tsikhanouskaya and her team remain welcome in Lithuania.

Agreement Reached and Security Restored

Following a week-long disruption, an agreement was reached between Tsikhanouskaya's team and Lithuanian authorities. Dzianis Kuchynski, Tsikhanouskaya's diplomatic advisor, confirmed that the top-level security measures have been reinstated. 'We have also resumed the activities of our office. We hope to find common solutions to ensure the continuity of our work in Lithuania,' Kuchynski stated. This temporary restoration ensures Tsikhanouskaya continues to receive comprehensive protection while a more permanent solution is established. The Belarusian opposition expressed gratitude for Lithuania's ongoing support.

While financial prudence is understandable, the immediate political fallout from reducing Tsikhanouskaya's protection was predictable. A more diplomatic approach could have avoided this unnecessary tension.

On one hand, the government has a right to review security costs and threats; on the other, the symbolic importance of protecting such a high-profile figure shouldn't be underestimated. Finding a balance is crucial.

What an embarrassing reversal. The initial downgrade was a huge misstep.

It's good to see Tsikhanouskaya's office can resume operations, but the temporary suspension due to security fears was a serious disruption. This emphasizes the critical nature of consistent protection for opposition leaders.

They only fixed it because of public outcry. Not a good look for the new government.
