Rased Center Assesses First Year of Hassan Government

Amman, Jordan – The Rased Center, officially known as the Al Hayat Center for Civil Society Development - Rased, announced on Tuesday, October 14, 2025, the findings of its annual report evaluating the performance of Prime Minister Dr. Jaafar Hassan's government during its first year in office. The comprehensive report details 771 decisions made by the Cabinet and includes an analysis of the Prime Minister's field engagements and a survey of parliamentary and political party perceptions.

The Al Hayat Center - Rased, an independent non-profit organization established in 2006, focuses on promoting accountability, governance, and public participation in Jordan. Its founder and general director is Dr. Amer Bani Amer.

Key Government Decisions and Economic Focus

The report highlighted that the government, under Prime Minister Dr. Jaafar Hassan, enacted a total of 771 decisions within its inaugural year. A significant portion of these, specifically 212 decisions, were economic in nature and directly aligned with Jordan's Economic Modernization Vision.

Beyond economic policy, the Cabinet also approved 25 resolutions aimed at settling 12,240 cases involving taxpayers and companies with the Income and Sales Tax Department. Furthermore, 30 appointment decisions were made, covering 42 leadership positions across various governmental bodies.

Prime Minister's Field Engagement

The Rased report also tracked the Prime Minister's direct engagement with communities across Jordan. Dr. Hassan conducted 33 field visits during his first year, reaching 114 locations across 32 districts, 3 sub-districts, and 43 municipalities.

These visits prioritized critical sectors, with the health sector receiving the most attention, accounting for 29 visits to 17 health centers and 12 hospitals. The education sector followed closely with visits to 24 schools. Other sectors visited included agriculture, industry, vocational training, social welfare, local services, youth centers, and touristic sites.

Stakeholder Perceptions and Performance Evaluation

The report incorporated survey results from both Members of Parliament (MPs) and political parties, offering varied perspectives on the government's performance. Among MPs, 63% rated the government's overall performance as 'good' to 'excellent,' while 37% described it as 'fair to weak.'

Specific areas of evaluation included:

  • Coordination with Parliament: 40% of MPs expressed satisfaction, while 60% were dissatisfied.
  • Crisis Management: 47.7% of MPs rated performance as 'good to excellent,' compared to 52.3% who found it 'fair to weak.'
  • Economic Reform Efforts: 44.7% of MPs were satisfied, while 55.3% were not.
  • Foreign Relations: A strong majority of 86.4% of MPs expressed satisfaction.
  • Unemployment: An equal 86.4% of MPs expressed dissatisfaction with the government's efforts.

Political parties also provided their assessment, with 57.1% rating the government's performance as 'good to excellent,' and 42.9% as 'fair to weak.' However, communication between political parties and the government showed significant dissatisfaction, with only 8.6% of party representatives reporting satisfaction, and 91.4% expressing dissatisfaction.

Looking ahead, 57.6% of MPs predicted a 'tense' relationship between the government and parliament in the second year, while 42.4% expected 'harmonious' ties. A higher percentage of political party representatives, 74.3%, anticipated a 'tense' relationship.
