India Hosts UNTCC Chiefs' Conclave to Strengthen Global Peacekeeping Efforts

International Military Leaders Gather in New Delhi

The Indian Army is hosting the United Nations Troop Contributing Countries' (UNTCC) Chiefs' Conclave in New Delhi from October 14-16, 2025. This high-level forum has brought together senior military leadership from 32 nations that play a pivotal role in UN peacekeeping operations. Delegations began arriving in the Indian capital on October 13, ahead of the three-day event, which is being held at the Manekshaw Centre.

The conclave serves as a crucial platform to address a range of issues vital to the future of global peacekeeping, including operational challenges, evolving threats, and the enhancement of interoperability among forces.

Key Objectives and Discussions

The primary objectives of the UNTCC Chiefs' Conclave include fostering dialogue, strengthening partnerships, and charting a collective vision for UN peacekeeping operations in an increasingly complex global environment. Discussions are centered on several key areas:

  • Addressing operational challenges faced by UN missions.
  • Deliberating on evolving global threats to peacekeeping missions.
  • Enhancing interoperability among peacekeeping forces.
  • Promoting inclusivity in decision-making at the UN level.
  • Exploring the role of technology and training in strengthening UN peacekeeping.
  • Sharing best practices for the protection of civilians and peacekeepers.

The program features addresses by Defence Minister Rajnath Singh, External Affairs Minister S. Jaishankar, and Jean-Pierre Lacroix, UN Under-Secretary-General for Peace Operations. Chief of Army Staff, General Upendra Dwivedi, also addressed the conclave, emphasizing the need to integrate advanced technologies and enhance rapid deployment capabilities. Plenary sessions involve Chiefs and Heads of Delegations presenting their perspectives.

India's Enduring Commitment to Peacekeeping

India, as one of the largest and most consistent contributors to UN peacekeeping efforts, is convening this high-level forum to share best practices and build consensus on the future of peacekeeping. This initiative reflects India's long-standing commitment to multilateralism and its civilizational ethos of 'Vasudhaiva Kutumbakam', meaning 'the world is one family'.

India has contributed over 290,000 peacekeepers to more than 50 UN missions since its involvement began with the Korea operation in 1953. Currently, over 5,000 Indian peacekeepers are deployed in 9 active missions globally. The conclave also coincides with 75 years of India's contribution to UN peacekeeping operations. The Centre for United Nations Peacekeeping (CUNPK) in New Delhi plays a significant role in training both Indian and foreign officers for UN missions.

Participating Nations and Ancillary Events

The 32 participating countries include Algeria, Armenia, Australia, Bangladesh, Bhutan, Brazil, Burundi, Cambodia, Egypt, Ethiopia, Fiji, France, Ghana, Italy, Kazakhstan, Kenya, Kyrgyzstan, Madagascar, Malaysia, Mongolia, Morocco, Nepal, Nigeria, Poland, Rwanda, Sri Lanka, Senegal, Tanzania, Thailand, Uganda, Uruguay, and Vietnam. Notably, Pakistan and China were not among the invited nations.

In addition to the main sessions, the conclave will host defence exhibitions for shared capacity building, bilateral meetings, and cultural exchanges, showcasing India's capacity-building initiatives and its commitment to global peace and stability.

While India's leadership in peacekeeping is commendable, the exclusion of key regional players like Pakistan and China raises questions about the conclave's comprehensive effectiveness in fostering true global consensus.

India lectures on peace while facing its own border disputes. Hypocrisy much?

India's 'Vasudhaiva Kutumbakam' ethos is inspiring, and hosting this event is a strong statement. However, translating such noble principles into concrete, universally accepted peacekeeping policies in a fragmented world remains an immense challenge.
