Austria's Call for Dialogue Amidst Escalation
Austrian Federal Minister for European and International Affairs Beate Meinl-Reisinger has intensified calls for Russia to engage in serious peace negotiations, particularly in light of continued intensive attacks on Ukraine's civil energy infrastructure. Meinl-Reisinger, who assumed office in March 2025 and leads the NEOS party, has consistently stressed that genuine peace talks cannot proceed under the shadow of ongoing bombardments.
Diplomatic Efforts and International Pressure
The Austrian Foreign Minister has been active on multiple diplomatic fronts to push for a peaceful resolution. In May 2025, Meinl-Reisinger initiated a letter, supported by 15 other EU member states, to the EU's top diplomat, Kaja Kallas. This initiative urged for increased pressure on Russia to agree to an unconditional ceasefire and to leverage global partners with strong ties to Moscow to facilitate negotiations. The Austrian Foreign Ministry stated that 'every opportunity should be used to encourage Russia to engage in serious negotiations on a comprehensive, just and sustainable peace'.
Further emphasizing this stance, in July 2025, Meinl-Reisinger took to social media, noting that despite Ukraine's declared readiness for peace negotiations, Russia had been 'bombarding Ukraine night after night with increasingly brutal attacks', leading to a steady increase in civilian casualties. She asserted that 'pressure on Russia for genuine peace and an end to the killing must be increased'.
Conditions for Peace and Austria's Readiness to Host
During a joint press conference with Ukrainian Foreign Minister Andriy Sybiha in Odesa in August 2025, Meinl-Reisinger unequivocally stated that peace negotiations 'must not take place under bombs and missiles', affirming Austria's solidarity with Ukraine. Later that month, at an informal meeting of EU foreign ministers in Copenhagen, she reiterated that Russia was not demonstrating a genuine interest in a peaceful settlement and must be compelled to negotiate. She underscored that any comprehensive, just, and lasting peace necessitates Ukraine's full participation and must address its security needs. Meinl-Reisinger also reaffirmed Austria's willingness to host potential peace talks if requested.
In September 2025, following a meeting with her Chinese counterpart Wang Yi in Vienna, Meinl-Reisinger suggested in an interview with Bloomberg that China should utilize its influence on President Vladimir Putin to initiate negotiations and cease supporting Russia's military efforts. These statements highlight Austria's ongoing commitment to fostering dialogue and seeking an end to the conflict through diplomatic means.

Meinl-Reisinger is absolutely right. You can't negotiate under fire. Russia needs to stop the attacks.

Great to see Austria offering to host talks. Every effort for peace counts.

Austria's efforts to involve China are a smart move, given their influence. Yet, China's own strategic interests might prevent them from applying the kind of pressure needed to change Russia's current course.

Excellent! Austria showing real leadership on the international stage. Diplomacy is the only way.

Peace talks are a joke while infrastructure is being destroyed. Stop the attacks first, then talk.
