President Xi Addresses Global Leaders' Meeting on Women

Chinese President Xi Jinping on Monday, October 13, 2025, put forward four key proposals aimed at accelerating the process of women's all-round development. Speaking at the opening ceremony of the Global Leaders' Meeting on Women in Beijing, President Xi underscored the international community's shared responsibility to advance women's causes globally. The high-profile meeting was convened to commemorate the 30th anniversary of the landmark Fourth World Conference on Women, held in Beijing in 1995, which adopted the Beijing Declaration and Platform for Action.

President Xi emphasized that despite significant progress, women's all-round development continues to face 'complex challenges,' including conflict, poverty, violence, discrimination, and a widening gender digital divide. He stated that equality between men and women remains a 'lofty yet arduous task.'

Four Pillars for Women's Advancement

President Xi's four proposals are designed to build wider consensus, open broader pathways, and encourage more practical actions for women's empowerment.

  • Fostering an Enabling Environment: The first proposal calls for joint efforts to create an environment conducive to women's growth and development. Xi stressed that 'their all-round development is achieved under the prerequisite of peace and tranquility.' This includes enhancing protection for women and girls in regions affected by war, conflict, poverty, or natural disasters, and resolutely cracking down on all forms of violence against women.
  • Cultivating High-Quality Development: The second proposal focuses on generating powerful momentum for the high-quality development of women's causes. This involves addressing imbalances in women's development, enabling all women to share the benefits of economic globalization, and empowering them through scientific and technological innovation, particularly in green development.
  • Developing Governance Frameworks: The third proposal advocates for establishing robust governance frameworks to protect women's rights and interests. This entails improving institutions and laws, providing quality health and educational resources, broadening channels for women's political participation, and fostering an inclusive social environment free from discrimination.
  • Promoting Global Cooperation: The fourth proposal aims to write a new chapter in promoting global cooperation on women. Xi urged support for women's active role in global governance and emphasized the central role of the United Nations in addressing the needs of women in developing countries and creating broad cooperation platforms.

China's Commitments and Pledges

To support these initiatives, President Xi announced several significant commitments from China. Over the next five years, China will donate an additional $10 million to UN Women. Furthermore, $100 million will be earmarked from China's Global Development and South-South Cooperation Fund for development cooperation projects benefiting women and girls in collaboration with international organizations.

China also plans to support 1,000 'small and beautiful' livelihood programs with women and girls as priority beneficiaries, invite 50,000 women to China for exchange and training programs, and establish a Global Center for Women's Capacity Building. These measures aim to cultivate more female talent and reinforce China's role in global gender equality governance.
